In general, areas outside city limits <br /> serviceable in the long-term are located near the urban growth boundary and in <br /> urban reserves, primarily in River Road, Santa Clara, west Eugene's Willow <br /> Creek area, south Springfield, and the Thurston and Jasper-Natron areas in east <br /> Springfield. <br /> <br />6. OAR 660-011-0005 defines projects that must be included in public facility plan <br /> project lists for water, wastewater, and stormwater. These definitions are shown <br /> in the keys of planned facilities Maps 1, 2, 2a, and 3 in the Public Facdities and <br /> Services Plan. <br /> <br />7. In accordance with ORS 195.020 to 080, Eugene, Springfield, Lane County and <br /> special service districts are required to enter into coordination agreements that <br /> define how planning coordination and urban services (water, wastewater, fire, <br /> parks, open space and recreation, and streets, roads and mass transit) will be <br /> provided within the urban growth boundary. <br /> <br />8. Large institutional uses, such as universities and hospitals, present complex <br /> planning problems for the metropolitan area due to their location, facility <br /> expansion plans, and continuing housing and parking needs. <br /> <br />9. Duplication of services prevents the most economical distribution of public <br /> facilities and services. <br /> <br />10. As discussed in the Public Facilmes and Servtces Plan, a majority of nodal <br /> development areas proposed in TransPlan are serviceable now or in the short- <br /> term. The City of Eugene's adopted Growth Management Policy # 15 states, <br /> "Target publicly-financed infrastructure extensions to support development for <br /> higher densities, in-fill, mixed uses, and nodal development." <br /> <br />Policies <br /> <br />G. 1 Extend the minimum level and full range of key urban facilities and services in an <br /> orderly and efficient manner consistent with the growth management policies in <br /> Chapter II-C, relevant policies in this chapter, and other Metro Plan policies. <br /> <br />G.2 Use the planned facilities maps of the Public Facilities and Services Plan to guide <br /> the general location of water, wastewater, stormwater, and electrical projects in <br /> the metropolitan area.
