jurisdiction provides collection of wastewater through a system of sanitary <br /> sewers and pumping systems. These collection facilities connect to a regional <br /> system of similar sewer collection facilities owned and operated by the <br /> Metropolitan Wastewater Management Commission C~MWMC"), an entity <br /> formed under an intergovernmental agreement created pursuant to ORS 190. <br /> Together, these collection facilities (which exclude private laterals which <br /> convey wastewater from individual residential or commercial/industrial <br /> connections) constitute the primary collection system. <br /> <br />12. The primary collection system conveys wastewater to a treatment facilities system <br /> owned and operated by MWMC. This system consists of an interconnected Water <br /> Pollution Control Facility ("WPCF"), a biosolids facility, and a beneficial reuse <br /> facility. <br /> <br />Policies <br /> <br />G.9 Wastewater conveyance and treatment shall be provided to meet the needs of <br /> projected growth inside the urban growth boundary that are capable of complying <br /> with regulatory requirements governing beneficial reuse or discharge of effluent <br /> and beneficial reuse or disposal of residuals. <br /> <br />Services to Development Within the Urban Growth Boundary: Water <br /> <br />Findings <br /> <br />13. Springfield relies on groundwater for its sole source of water. EWEB water <br /> source is the McKenzie River and EWEB is developing groundwater sources. <br /> The identification of projects on the Public Facilities a~d Servzces Pla~ planned <br /> facilities map does not confer rights to a groundwater source. <br /> <br />Policies <br /> <br />G.10 Eugene and Springfield and their respective utility branches, EWEB and <br /> Springfield Utility Board (SUB), shall ultimately be the water service providers <br /> within the ttrban growth boundary. <br /> <br />G. 11 Continue to take positive steps to protect groundwater supplies. The cities, <br /> county, and other service providers shall manage land use and public facilities for <br /> groundwater-related benefits through the implementation of the Springfield <br /> Drim~i~g FFater Pro~ection Pla~ and other wellhead protection plans. <br /> Management practices instituted to protect groundwater shall be coordinated <br /> among the City of Springfield, City of Eugene, and Lane County. <br /> <br />G. 12 Ensure that water main extensions within the urban growth boundary include <br /> adequate consideration of fire flows. <br /> <br /> Appendix Aa Page 6 <br /> <br /> <br />
