Background <br /> <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> <br /> PURPOSE <br /> In his January 2004 State of the City speech, Mayor Jim Torrey said that the <br /> City of Eugene lacked a clear economic strategy. He recommended a review of <br /> existing policies and strategies and the adoption of new ones that are consistent <br /> with the economic realities that face the City of Eugene today. <br /> <br /> The Mayor, with the support of the City Council, created the Economic <br /> Development Committee and charged it with evaluating the strengths and <br /> weaknesses of City policies for achieving Eugene's broad economic goals, and <br /> with providing specific recommendations to the City Council as to how to best <br /> achieve those goals. Specifically, the Committee was asked to review past <br /> economic development strategic plans, identify elements that are relevant today, <br /> and identify gaps and areas of opportunity for improvement. The Mayor called <br /> upon the Committee to forward meaningful and specific recommendations to the <br /> City Council for consideration in the fall of 2004. <br /> <br /> This document contains the recommendations of the Mayor's Committee on <br /> Economic Development. <br /> <br /> As a citizen group, the Committee can only recommend policy changes to the <br /> City Council.
