and how much attention should the committee pay to that issue. He requested a copy of the <br /> council's charge to the committee. <br /> <br /> Mr. Goldsmith agreed with Ms. Pierce. He asked how the committee knew things were bad, and <br /> what types of indicators and outcomes would inform the committee and the City of that <br /> condition. <br /> <br />Mr. Bowerman thought the committee's charge was very general and thought it should be <br />narrowed. He said the mayor's remarks gave him a more clear sense of what he desired, which <br />was a means for the City to address economic development in a better and more clear way. He <br />referred to Mr. Moore's presentation and suggested that his remarks about the broad and narrow <br />views of economic development represented the conflict that existed in the community. He <br />suggested the committee needed to grapple with that issue, but only after the council and mayor <br />had narrowed its charge. <br /> <br />Mr. Forbes believed that members wanted to do the right thing in a meaningful way. He <br />suggested the committee was charged to identify the barriers and problems that got in the way of <br />economic development and prevented the community from i'eaching consensus. <br /> <br />Mr. Moore believed many good points had been made. He suggested the committee could define <br />economic development more narrowly to narrow its focus. Speaking to the reason for the <br />process, Mr. Moore suggested that if the City was in a situation where every development <br />proposal resulted in a policy debate that required the election of a new council to get it resolved, <br />the City could not be nimble in its response and would be unable to take advantage of new <br />opportunities. He said the committee could consider if there were things that could be done at a <br />policy level to resolve that policy debate and create greater predictability for the business <br />community and City staff attempting to assist it. <br /> <br />Mayor Torrey explained that he initiated the committee prOcess because he believed the City <br />Council lacked an economic development strategy that could be coherently voiced by all eight <br />members. He wanted the committee to meet the council's charge and to suggest to the council <br />ways to improve how business was done in Eugene. Mayor Torrey said the community needed <br />jobs. Jobs that had been lost had not been replaced. He believed the economy was worth doing <br />something about, and believed the committee could find solutions to recommend to the council. <br />He said that he would provide the committee with copies of the council's charge and the minutes <br />reflecting the council's discussion. <br /> <br />Mayor Torrey emphasized the balance he had sought in both committee members and those who <br />would make presentations to the committee. He suggested the committee ask the economists it <br />heard from to discuss Eugene's reputation, and what was needed to overcome it. Did the <br />community want to overcome it? Did the community want to expand the UGB? If not, it should <br />state so explicitly, and the committee should recommend that to the council. Mayor Torrey <br />reiterated that the committee needed to keep in mind what neighboring communities would do, <br />because the region would continue to grow.
