He suggested the benefit of the committee process was to potentially bring all parties to the same <br />answer. <br /> <br />Mr. Moore said the speakers the committee would hear from would all have a broad view and <br />would discuss that broad view in the context of economic development. The committee would <br />then decide what to focus on. That focus would inform the subcommittees that were created. <br />Mr. Moore recommended that when the committee was done, it would tie its recommendations <br />back to economic development. For example, if it decided to pursue quality of life as a key <br />issue, the committee should say why preserving and enhancing quality of life was important to <br />economic development. <br /> <br />Ms. Pierce encouraged members to read the materials they received prior to the next meeting. <br />She said the previous committee had worked through many of the same issues that had been <br />raised, and had met for more than a year before reaching a recommendation. She said the work <br />had been challenging because the committee had kept taking on the balance issues, and she <br />believed it had developed creative solutions that may still be valid. Ms. Pierce suggested the <br />committee members review previous plans and studies and indicate where they did nor did not <br />support a policy as a means to begin the process of identifying gaps. <br /> <br />Ms. Teninty said the committee needed to take a regional perspective because of the <br />interrelationships between communities. She said the committee needed to understand the <br />competitive issues involved. She hoped that the experts the committee heard from could speak <br />to the topic. <br /> <br />Mr. Kahle asked if there was any way to ensure that there was three-quarter council concurrence <br />with the mayor's summation of the committee's charge. He wanted to have Councilor Bonny <br />Bettman "on board" with the committee's effort before it began. Mayor Torrey said the council <br />voted on the charge and authorized the expenditure needed to support the committee. He <br />reiterated his offer of the council minutes and charge and added he would provide the committee <br />with a copy of his State of the City speech. Mayor Torrey pointed out the council did not have a <br />one-councilor veto. <br /> <br /> 8. Next Steps and Housekeeping <br /> <br />Mr. Moore indicated the packet for the next meeting would be mailed soon.
