Ms. Pierce suggested considering converting the Lane Metropolitan Partnership to fulfill the role in the <br /> motion. Ms. Edwards said the problem was perceived as a Eugene issue rather than a regional one. <br /> <br /> Mr. Coyle stated that the PDC governance model could not be used on a regional basis. <br /> <br /> A brief discussion on the differences between the PDC and the City of Eugene Urban Renewal Agency <br /> and urban renewal policy in general followed. <br /> <br />Mr. Forbes appointed the following people to serve on the subcommittee: Mr. Bowerman, Mr. <br />Goldsmith, Mr. Korth, Mr. Re'Voal, Ms. Rygas, Ms. Teninty, Mr. Wanicheck, and Mr. Kahle serving as <br />chair. <br /> <br />Mr. Moore opened a discussion on Infrastructure/Public Facilities. In response to Ms. Teninty's question, <br />Mr. Coyle replied there was a strong linkage with infrastructure but limited developable land in support of <br />economic development. Mr. Sullivan added that air service was a perennial concern. <br /> <br />Mr. Forbes sensed there was no compelling need to continue conversations on the Infrastructure/Public <br />Facilities topic. <br /> <br />Mr. Forbes introduced Enterprise Zones. Ms. Pierce stated she supported establishing enterprise zones. <br />A discussion about the merits of enterprise zones followed. <br /> <br /> Ms. Pierce, seconded by Ms. Edwards, moved to form a subcommittee to <br /> define a recommendation for an enterprise zone and develop enterprise <br /> zone criteria. The motion na~ecl ,nanimously, 14:0. <br /> <br />Mr. Forbes appointed the following people to serve on the subcommittee: Mr. Korth, Ms. Smith, and Mr. <br />Rexius serving as chair. <br /> <br />Mr. Forbes introduced Land Supply and noted the need to have an independent survey of available <br />buildable land. Mr. Moore stated that the current thinking on buildable land was that planners took a look <br />at a 20 year need, while developers looked at the short run; thus supporting the concept of looking at the <br />issue from both the long and the short term needs. <br /> <br /> Mr. Wanicheck, seconded by Mr. Rexius, moved to form a subcommittee <br /> to authorize a commercial/residential/industrial land study as defined by <br /> the State of Oregon that looked at available lands. <br /> <br /> Mr. Kahle, seconded by Mr. Re' Voal, offered an amendment to make <br /> the motion tentative until the end of the Committee's deliberations to <br /> allow recommendations to be packaged strategically. The motion failed, <br /> 11:3. <br /> <br /> Mr. Bowerman, seconded by Ms. Pierce, offered an amendment to limit <br /> the study to commercial/industrial lands. Mr. Wanicheck accepted the <br /> amendment and called the qOestion.
