MINUTES <br /> <br /> Mayor's Economic Development Committee <br /> Sloat Room - Atrium Building - 99 West 10th Avenue <br /> May 24, 2004 <br /> 2 p.m. <br /> <br />PRESENT: Tom Bowerman, Marcia Edwards, Jim Forbes, Chair; Bill Goldsmith, Don Kahle, Gretchen <br /> Pierce, Rusty Rexius, Jana Rygas, Kathy Smith, Ellen Teninty, Craig Wanichek, members; <br /> Terry Moore, Anne Fifield, Tom Coyle, Ann Munroe, Denny Braud, Mike Sullivan, staff. <br /> <br />I. WELCOME <br /> <br />Mr. Forbes convened the meeting at 2:05 pm. He announc6d that he was retiring and moving to Austin <br />Texas. He said he would be present through June 28, 2'004. He' said he had suggested to the Mayor that <br />Kathy Smith would take over as the committee chair <br /> <br />II. APPROVE MINUTES FROM MEETING NUMBER THREE <br /> <br /> Mr. Rexius, seconded by Ms. Pierce, moved to approve the minutes of Meeting <br /> Three as submitted. The motion passed unanimously. <br /> <br />IlL SUMMARY OF MEETING NUMBER 4 <br /> <br />Mr. Forbes said there had been committee interest around enterprise zones. He added that there had been <br />agreement about a buildable land analysis. <br /> <br />Mr. Forbes read the charge of the committee. He said the committee had addressed its charge and said the <br />nature of the charge required that the city be examined from a local :perspective as opposed to a statewide <br />viewpoint. <br /> <br />Mr. Forbes said meeting six would begin with a summary of issues and policies that had been discussed. <br />He added that the committee would rank those policies and establish a priority of implementation. He <br />expressed a desire to wrap the process in two more meetings. <br /> <br />IV. SUBCOMMITTEE REPORTS AND DISCUSSION <br /> <br /> Enterprise Zone <br /> <br />Denny Braud said enterprise zones were a state program. He said most states offered an incentive program <br />to create jobs. He said there were 49 enterprise zones in the State of Oregon. He noted that Eugene's zone <br />had expired in 1997. He noted that all 49 spots were full but noted that 27 zones would be expiring in the <br />next few years. He said basic eligibility requirement was non-retail oriented. He said companies had to <br />increase employment by ten percent to qualify for the program. He said investments had to be at least <br /> <br /> <br />
