Ms. Rygas said she agreed with that suggestion. She further suggested that the committee include not just <br />a set of specific recommended tools in its report, but also overarching principles for its recommendations <br />that could be valuable to the City Council and to future groups working on the unfinished questions. <br /> <br />With assent from the committee, Ms. Smith moved to the next agenda item. <br /> <br />VI. GUIDING PRINCIPLES TO THE ZONING CODE <br /> <br />Mr. Coyle reminded committee members of their previous discussion of a May 6, 2004, memorandum <br />from Susan Muir, Planning Division Manager, on guiding principles for zoning code revisions. He said at <br />that time the committee asked staff to make some changes and refinements to the document, and the <br />revised draft was in the agenda packet. He reviewed the changes. <br /> <br /> Mr. Bowerman, seconded by Mr. Korth, moved to approve the draft. <br /> The motion passed unanimously. <br /> <br />Mr. Kahle pointed out the following typographical errors in the draft: (omissions in italics; additions in <br />bold): <br /> <br /> · Page 1, paragraph l, next-to-last line: "...to include the suggests suggestions and hopes .... " <br /> · Page 2, paragraph 2, line 2: "...processes that allow us to be differential deferential .... ' <br /> · Page 2, paragraph 3, line 1: "... stakeholders stakeholders' needs .... " <br /> <br />Mr. Kahle said he would also like to see some language in the last paragraph of the draft that <br />acknowledged some of the stakeholders might not be immediately adjacent to the property in question, <br />but might be commuters, taxpayers, or others, in addition to the applicant, neighbors, and the City, who <br />most people would see as traditional stakeholders. He said he thought that would reflect the spirit of the <br />request Ms. Rygas made at the last meeting. <br /> <br />Ms. Rygas said she understood that Mr. Bowerman had authored the paragraph, and she had had input on <br />it. She said the draft was considerably different from what she had last seen, and she wondered what the <br />reason was. Mr. Bowerman said he was involved in editing the paragraph with staff, and the current <br />language was an attempt to put stakeholders in a broader context. Mr. Bowerman and Mr. Coyle <br />explained briefly how the draft was edited. <br /> <br /> Ms. Rygas, seconded by Mr. Kahle, moved to change the first sentence <br /> of the third paragraph to read "The code must recognize there will be a <br /> variety of different stakeholders' or community needs that must be <br /> met."
