Developing a <br />sidewalk infill plan will be an important step to improve walkability in those areas that lack <br />sidewalks. <br /> <br />Remove policy barriers to the development of 20-minute neighborhoods <br />Whether trying to build dense housing, redevelop or rezone an existing lot, or reducing parking <br />requirements, investors, developers, and builders may encounter a number of policy barriers <br />and disincentives present in the Land Use code, the Building Code, and Systems Development <br />Charges. Investors and developers can clearly articulate the policies that prevent or discourage <br />investment in 20-minute neighborhood goals – and staff should continue to interview these <br />stakeholders to understand and remove these hurdles wherever possible. <br /> <br />Organization: <br /> <br />There are three main pathways for increasing the amount and distribution of 20-minute <br />qualities in existing neighborhoods. These will be used to organize the list of tools: <br /> <br />Section 1: Add services to existing residential neighborhoods. <br />An example would be facilitating the placement of a grocery store or park in a residential <br />neighborhood that currently lacks this service within a walkable distance. <br /> <br />Section 2: Connect existing residential neighborhoods to existing services. <br />An example would be adding sidewalks or acquiring new right of way to add a <br />pedestrian path connection to help residents reach a nearby store more safely or within <br />a shorter walk. <br /> <br />Section 3: Add residential development in areas where services already exist. <br />An example would be facilitating the locating of an apartment building near an existing <br />commercial shopping center. <br /> <br />This is followed by a fourth section: <br /> <br />Section 4: Overarching implementation ideas <br /> Strategies that could make any change more effective <br />Page | 9 <br /> <br />
