use by creating pedestrian lanes or by building sidewalks on the existing roadway. Many
cities around the U.S. have moved in this direction, increasing the portion of the
roadway that is allocated to pedestrians.

Objective: Increase connectivity between residents and commercial services:

Complete the Complete Streets policy: The City of Eugene currently has a complete
streets policy, however because it is underfunded, many opportunities to accommodate
multiple modes go unrealized during the current (very active) round of resurfacing
projects. The existing complete streets policy could be made more effective if specific
funding were appropriated.

Increase amount of high frequency transit service: Adding high frequency transit can
help meet the goals of a 20-minute neighborhood. If residents can access convenient,
reliable, high speed transit without consulting a schedule, they may be more likely to
use a bus to access a nearby commercial center and, in many cases, can do so within the
same short times (10 to 20-minutes) that define the 20- minute neighborhood. By
adding this service, more residents can effectively be provided with quick, non-car
access to services – without having to adjust any other factors.

Page | 15
