<br /> <br /> <br />Section 4: <br />Overarching implementation ideas: <br /> <br />Data collection: <br />Increase our understanding of existing conditions and the effect of changes by developing a <br />more robust and comprehensive pedestrian and bicycle data collection program. <br /> <br />20-minute ‘hoods multi-department collaborative team: <br />Create a team of parks planning staff, transportation planning staff, economic development <br />staff, and land use planning staff (and others?) to work on improving the amount and <br />distribution of 20-minute neighborhoods across Eugene. <br /> <br />“Swarming”: <br />When opportunities are identified to improve 20-minute neighborhood qualities, focus multiple <br />funding streams and resources (i.e. from Parks, Transportation, and Community Development) <br />to a single project area. <br /> <br />Learn from existing projects: <br />Use information from Smart Trips surveys and the Household Travel Survey to understand <br />existing barriers to walking and biking in specific neighborhoods. <br /> <br />Surveys: <br />Survey local residents and/or businesses before and after projects in order to: <br /> <br />better understand neighborhood needs <br /> <br /> <br />Assess neighborhood desire for changes <br /> <br /> <br />Establish a baseline to understand how walking and biking rates are impacted by <br /> <br />projects. <br /> <br />Area plans: <br />Area planning uses urban design techniques to study the physical urban environment, including <br />transportation, land use, parks, public spaces and natural areas, green infrastructure and <br />utilities for a particular area of town. The result is a vision for the area using illustrations, <br />diagrams, and images, as well as an implementation plan potentially including code <br />amendments, incentives, and public improvements. Each area offers a different set of barriers <br />to creating a 20-minute neighborhood, so no one tool will work in all locations. Area planning is <br />one of the strongest, most comprehensive strategies for improving 20-minute neighborhood <br />factors because it builds on the unique character and qualities of each area. <br /> <br /> <br /> <br />Page | 17 <br /> <br />
