RESOLUTION NO, 5043 A RESOLUTION AMENDING EUGENE CITY COUNCIL OPERATING AGREEMENTS AND REPEALING RESOLUTION NO. 4930. The City Council of the City of Eugene finds that: A. Section 2.007 of the Eugene Code, 1 971, contains provisions regarding Council meetings and the establishment of Council groundrules. B. The Eugene City Council Operating Agreements (referred to as groundrules in the Eugene Code, 1971 ) were adopted by Resolution No. 4588 on April 12, 1999, and have subsequently been amended, most recently by Resolution No. 4930 on February 25, 2008. C. At its Council process session on June 20, 2011, the Council approved amendments to the City Council Operating Agreements, which included revisions to sections 1.05 (Public Forum), 1.06 (Public Hearings), 1.07 (Executive Sessions), 3.04 (Committee Reports), 6.03 (Standing Advisory Bodies to the Council) and 7.02 (Other Meeting Guidelines). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as follows: Section 1 . Based on the above findings, the Eugene City Council Operating Agreements, referred to as ground rules in the Eugene Code, 1971, are amended as set forth in Exhibit A attached to this Resolution. Section 2. Based on Council's directive at its regular meeting on January 28, 2008, that the operating agreements of the Intergovernmental Relations Committee be incorporated into the Operating Agreements of the Eugene City Council, also included in Exhibit A are the City Council Committee on Intergovernmental Relations Operating Agreements. Section 3. Resolution No. 4930 and the Operating Agreements adopted by that Resolution are repealed as of the effective date of this Resolution. Section 4.
