This Ordinance shall be known as the "Comprehensive Zoning <br />Plan of the City -of Eugene"'. <br />B. This Ordinance shall consist of the text hereof and the map <br />.. _ <br />entitled "Eugene Oregon Zoning Reap 3 Part of the Comprehensive Zoning <br />• <br />Plan" , and identified by the approving signatures of the Idayor, the <br />President • of the Planning Commission and the City Recorder of this <br />.:.. ' <br />City. • If any conflict between said map and this ordinance should <br />arise the text _ of this Ordinance will prevail. <br />:r <br />SECTION II, PURPOSE <br />A. The purpose of this ordinance is to establish for the City r <br />of Eugene, a comprehensive zoning plan designed to regulate and - <br />.� E <br />restrict the location and use of buildings, structures, and land - <br />::: <br />for residence commerce , industry, and other purposes to regulate _ <br />... ;, �. <br />and limit the height number of•stories, and percent of lot coverage - <br />- <br />of buildings and other structures hereafter erected or altered; to <br />establish minimum widths and areas for the subdivision or resubdi- <br />- = r- <br />vision of lots; and to regulate and establish minimum requirements = <br />` <br />for private garages or off — street parking facilities according to ' <br />zones or districts and type of building or structure. <br />B. The controls as set f orth in this Ordinance are deemed <br />- <br />necessary in order to encourage the most appropriate use of land; to - - <br />conserve and stabilize the value of property; to aid in the rendering - <br />of fire and police protection; to provide adequate open spaces for : <br />:- - <br />light and air; to lessen the congestion of automotive traffic and j .. <br />parking on streets; to give an orderly growth to the City, preventing <br />= <br />undue concentrations of population, and thereby aiding in the planning - <br />4 <br />of community utilities and facilities such as gate, sewerage, electric <br />cal distribution systems; 'transportation ; school - s, .
