<br />In anticipation of the expiration of the 2008 bond measure, a discussion is needed to guide the next steps <br />for funding street preservation projects and to address the ongoing backlog of street repair projects. One <br />option would be to place a new bond measure to fix streets on the ballot. Decisions related to this option <br />include how much the bond amount should be and over what length of time it should be levied. <br /> <br />Placing a measure on the November 2012 ballot would allow Public Works staff to continue a seamless <br />process of designing and bidding an annual street repair program. It takes several years to plan and <br />design major street repair projects. If voters approved a new bond measure late in calendar 2012, it <br />would allow construction to occur during the summer of 2014. If a new bond measure was approved by <br />voters in November 2012, the taxes would first be levied in November 2014, after the 2008 bond ends in <br />2013. This would be clearly stated in the bond measure ballot materials. <br /> <br />At the January 19, 2011, council work session, staff and members of the Street Repair Review Panel <br />(SRRP) presented the Citizen Street Repair Review Panel 2010 Report. At the meeting, the council <br />expressed interest in keeping the panel in place to help identify projects for a future bond. Public Works <br />plans to reconvene the SRRP later this year to review the 2011 projects and to discuss the committee’s <br />recommendations for a future bond. Staff will bring this information back to council after the SRRP has <br />discussed its recommendations. <br /> <br /> <br />RELATED CITY POLICIES <br />The council’s goals include “Transportation Initiative: Develop mechanisms to adequately fund <br />our transportation system for cars, trucks, bikes and pedestrians including maintenance and preservation <br />and capital reconstruction.” <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may: <br /> <br />1.Authorize the additional streets shown on Attachment B to the list of streets to be repaired with bond <br />measure proceeds. <br /> <br />2.Add or delete from the additional streets shown on Attachment B and authorize the amended list. <br /> <br />3.Take no action. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends that the City Council authorize the additional streets shown on <br />Attachment B to the list of streets to be repaired with bond measure proceeds. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to authorize the additional streets shown on Attachment B to the list of streets to be repaired with <br />bond measure proceeds. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.Additional Streets Considered by the Street Repair Review Panel <br /> <br />B.Additional Streets to be Repaired with Proceeds from the Street Bond Measure <br />S:\CMO\2011 Council Agendas\M111026\S111026A.doc <br /> <br />
