M I N U T E S Eugene City Council City Council Chambers--City Hall June 23, 1997 7:30 p.m. COUNCILORS PRESENT: Pat Farr, Bobby Lee, Tim Laue, Scott Meisner, Nancy Nathanson, Betty Taylor, Ken Tollenaar. COUNCILORS ABSENT: Laurie Swanson Gribskov. His Honor Mayor James D. Torrey called the meeting of the Eugene City Council to order. I. PUBLIC FORUM Mayor Torrey reminded those present that presentations in the Public Forum were limited to three-minutes, that a ’ warning light on speakers podiums indicated that 15 seconds were remaining in a time period, and that applause or other public demonstrations in support of or opposition to presentations were not permitted and could be the basis for adjournment of the council meeting. David Owen, 580 West 27th Avenue, Eugene, and 45 North 3rd Street, Creswell, stated that he believed creative means of funding Public Access Community Television were available. He said he had attempted to contact elected officials and appropriate staff of the City and Lane County, but that only two members of the Eugene City Council and two members of the Lane Board of County Commissioners had responded. He said he believed members of the public should be involved in decisions made about public access television. He stated that Federal legislation required communities to provide public access television. Matt Laubach, 184 East 26th Avenue, stated that he was a producer of programs broadcast on Eugene Public Access Community Television. He requested that a meeting be held between persons involved in such broadcasting and those controlling the funding for it. He suggested that administration of public access television in Eugene by Metro Television be replaced with administration by a nonprofit organization committed to its operation. He said he believed funding for public access television could be provided from the Eugene telecommunications tax, the Public Education Government support contributions made by TCI, and by permitting fund-raising on public access programs and dedicating to it one-third of franchise fees paid by TCI. Eli Dumitri, 2659 Almaden, stated he was a concerned citizen and that he supported Eugene Public Access Community Television. He said he believed funding for the service could be provided.
