The motion to approve Resolution 990 was adopted unanimously, 7:0. Mayor Torrey adjourned the meeting of the Eugene Urban Renewal Agency and reconvened the meeting of the City Council. VIII. APPROVAL OF MINUTES, FINDINGS, AND RECOMMENDATIONS OF HEARINGS OFFICIAL AND ADOPTION OF RESOLUTION INITIATING AND ORDERING ESTABLISHMENT OF A LOCAL IMPROVEMENT DISTRICT IN PRAIRIE ROAD FROM BELTLINE ROAD TO KAISER AVENUE Ms. Elmer introduced City Engineer Les Lyle who gave the staff report. Mr. Lyle stated that the proposed local improvement district would provide sanitary sewers to 22 properties, addressing issues of failing septic tank systems, high operating costs, and expansion needs. He said participants in the district would be required to sign a delayed effective date annexation agreement that also includes a tax differential provision. He reviewed the resolution establishing the local improvement district distributed with the agenda for the meeting and explained that the annexation agreement provisions (tax differential) continued to be permitted by Ballot Measure 50. Mr. Lee left the meeting at 9:45 p.m. Mr. Farr moved, seconded by Ms. Nathanson, to approve the Hearings Official’s Minutes, Findings, and Recommendations of June 18, 1997. The motion was adopted unanimously, 6:0, Mr. Lee having left the meeting and Ms. Swanson Gribskov being absent. Ms. Elmer stated that the council would consider Resolution 4526, establishing a local improvement district. Res. No. 4526--A resolution initiating and ordering establishment of a local improvement district for sanitary sewers and trench repair paving in Prairie Road from Beltline Road to Kaiser Avenue (Job #3437) Mr. Farr moved, seconded by Ms. Nathanson, to adopt Resolution 4526.
