8 M The supporting text, maps, tables, and related material <br />contained the craft PRP axed . s appendix are adopted as <br />additional findings and incorporated heroin by reference. <br />Based on the record before the Joint Parks Committee <br />and the Planning Commission, the record of proceedings before the <br />City Council, the recommendation of the Joint Parks Committee and <br />the Planning Commission,, and on the above findings, the City <br />Council concludes that the draft PRP is consistent with the <br />Eugene-springfield Metropolitan Area General Plan and other <br />applicable pla s and policies. <br />As a revision to part of the region's 's ec a io .a <br />under Statewide Planning Goad. 8, the draft PRP is found to be <br />consistent with the p ov.sio s o Planning <br />Statewide Goal 8, To <br />the extent applicable,, the craft PRP is consistent with all other <br />Statewide Planning Goals (including Goals 1. 2, 51 61 91 11, 12, <br />and 3 , particularly as those goals are implemented in the <br />Metropolitan Plan diagram and policies and technical background <br />documents. <br />N ow, therefore, based on the above findings, <br />B E , IT RESOLVED BY THE CITY COUNCIL of THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br />Section 1, Based on the above findings which are <br />incorporated herein, the draft Eugene Parks and Recreation Plan <br />is adopted in the following ways <br />a. Those policies of the Parks and Recreation Plan which <br />directly implement policies of the Eugene - Springfield <br />Metropolitan Area General Plan regulating the development <br />and use of land are adopted as policies to be used in making <br />lard use decisions; <br />bo The other pol ic ies and goals of the Parks and <br />Recreation Plan are adopted as guidelines for the City <br />Coy., City Manager, and other dooaks to be <br />considered in making administrative and budgetary decisions <br />about parks and recreation acquisitions, development and <br />management; <br />co The proposed actions set out in the Parks and <br />Recreation Plan are recognized as valuable ways to implement <br />the goals and policies of the Plan. They are adopted as a <br />list of public facility project and og ra ► opportunities <br />and are not intended to be the exclusive means of <br />implementing Parks and Recreation Plan policies and goals. <br />It is intenders that this list will be evaluated on an annual <br />basis. The adoption of this list is not intended to <br />preclude projects not included on the list, require plan <br />RESOLUTION -- <br />
