<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Envision Eugene - Land Need for Industrial, Commercial, and <br /> <br /> Multi-Family Housing <br /> <br />Meeting Date: November 23, 2011 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Lisa Gardner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5208 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session provides an opportunity to update the City Council on analysis of Eugene’s future <br />land need for industrial uses, commercial uses, and multi-family housing. <br /> <br /> <br />BACKGROUND <br /> <br />This work session is part of an ongoing conversation about Eugene’s 20-year land need for all land <br />types, including: <br /> <br /> <br />Public and semi-public <br /> <br /> <br />Single-family housing <br /> <br /> <br />Multi-family housing <br /> <br /> <br />Commercial <br /> <br /> <br />Industrial <br /> <br />Industrial Lands <br />The draft Envision Eugene Proposal contains a strategy that specifically references expansion of the <br />Urban Growth Boundary (UGB) by 400 - 500 acres for industrial uses. This recommendation was made <br />by the City Manager after receiving input from the Community Resource Group (CRG) and an <br />Economic Development Subgroup of the CRG. A recently reconvened Economic Development <br />Subgroup advised staff to do additional analysis that provides context for an industrial land need <br /> <br />recommendation. This work is underway and aspects of it can be shared at the work session. <br /> <br />Multi-Family Housing and Commercial Lands <br />The draft Envision Eugene Proposal calls for accommodating all commercial jobs and multi-family <br />housing needs within the existing urban growth boundary with a focus on core commercial areas and <br />key transit corridors. Several steps have been identified to assess the ability to meet this goal. These <br />steps, outlined below, also provide a framework for new policies needed to close the gap between <br />current capacity and projected need for multi-family housing and commercial lands. <br /> <br /> <br />1.Update Eugene Comprehensive Lands Assessment (ECLA) assumptions and identify what the <br />20-year land need is for multi-family housing and commercial lands. <br /> <br />2.Determine existing capacity for multi-family and commercial development on vacant and <br />partially vacant lands. <br /> S:\CMO\2011 Council Agendas\M111123\S111123A.doc <br /> <br />
