IV.MeetingtheChallengeTaskForceReport <br />Ms.MillerthenreferredmemberstotheMeetingtheChallengeFinalReport,datedJanuary22, <br />2010,andremindedthecommitteethatCityManagerJonRuizhadformedataskforceto <br />discussnewrevenuesources.ThetaskforcerecommendedtheCityCouncilinstituteafive <br />percentrestauranttaxanticipatedtoyieldabout$14millionannually.ThetaskĨŽƌĐĞ͛Ɛ <br />alternativechoicesincludedautilityconsumptiontaxandcitywidemonthlyfeeforservice. <br />V.NextSteps <br />Mr.Fernandezbrieflynotedsomeoftheotherremarksmadeduringthebest/worstoutcomes <br />discussionandsuggestedthattheyindicatedaninterestinlookingoutsidenormalfunding <br />approaches,aninterestincomprehensiveapproachtofundingthatavoidedimpactstoother <br />services,aninterestinpartnerships,andahopethattheprocessledtobetterservice <br />prioritization. <br />Mr.Pryoradvocatedforaprocessmodeledonthatusedbythecouncilcommitteeon <br />transportationfunding,whichincludedconsiderationofmultiplefundingsourcesandtheir <br />interactionswitheachother. <br />ThecommitteeagreedtoasuggestionbyMs.Hammittthatitdiscussthescopeoftheexisting <br />needatthenextmeeting. <br />Ms.OrtizadvocatedfordiscussionofwhethertheCityshouldcontinuetouseonetimeGeneral <br />addtothatonetimemoneyorreplaceitwithfunding <br />Funddollarstofundhumanservicesand <br />othersources.ShepointedouttheCityhadmanyunmetneedsthatitcouldspenditsGeneral <br />Funddollarson.Ms.Hammittagreed.Shesuggestedthatstaffcouldforecastcostsforasix <br />yearperiodandthecommitteecoulddiscussiftheservicemixwascorrectandhowthedirect <br />contractsforservicesworkedinthemix. <br />Speakingtotheideaofscopingtheneed,Ms.Jenningsexpressedconcernthattheexercise <br />couldbecomeselfdefeatingiftheidentifiedneedwasverylarge.Shesuggestedthatinstead, <br />thecommitteedefinethebaselevelofservices,identifytheŝƚLJ͛Ɛroleandtherolesplayedby <br />others,andthendeterminethemosteffectiveservicesthatcouldbestrategicallyaddedtothe <br />systemifmoremoneybecameavailable. <br />Ms.OrtizsuggestedthattheCityneededsomesortoftriggermechanismtoincreaseorreduce <br />fundingdependingonthemoneyreceived.Shelikedtheideaofhavingasixyearfundingplan. <br />Ms.Hammittsuggestedthatthecommitteecouldalsodiscussatieredapproachtoservices. <br />Mr.Pryorsuggestedthecommitteealsodiscussleveragingadditionalfundingthrough <br />partnerships. <br />Page 9 <br />
