Mr.Pryorsuggestedthat,dependingonthesizeoftheneed,thecommitteemighthaveto <br />consideracombinationoffundingmechanismsthatworkedtogetherinawaythatwaslogical <br />totaxpayerstofundservices. <br />Mr.Farrrecalledthedefeatofapastproposalforaonepercentutilityfeetofundaffordable <br />housingandsuggestedthemorecomplicatedtheapproach,theeasieritwasforpeopletofind <br />waystodefeatit.Hesaidthecommitteeneededtoproceedcautiouslytoavoidbeingaccused <br />ofplayinga͞ƐŚĞůůŐĂŵĞ͘͟Hesaidthecommitteeneededtoberealisticaboutwhatitproposed <br />oritwouldbeeasytoscuttle. <br />Mr.Fernandezsaiditappearedthatthecommitteewasinterestedintalkingaboutother <br />servicesthatcouldbeprovidedandarangeoffundingmechanisms.Hehopedthecommittee <br />hadtimefordiscussionofinnovativeandcreativeapproaches. <br />V.DiscussionofFundingMatrix <br />Ms.Millerreviewedamatrixoffundingsourcesandinvitedsuggestionsforothersources. <br />Mr.BrownsuggestedtheRiverfrontUrbanRenewalDistrictbeaddedtothelistbecauseit <br />couldbeanunconstrainedsourceoffunding.Heprojectedthedistricttohave$900,000in <br />revenueforfiscalyear2013.Heacknowledgedthatthecouncilwouldhavetosunsetthe <br />districtforthemoneytobespentonotheruses,butthedollarsrealizedcouldfreeupCity <br />moneyinotherfundsandtheactionwouldnotraiseĂŶLJŽŶĞ͛Ɛtaxesandwouldreducethe <br />projectedadministrativecostsforthedistrict. <br />RespondingtoaquestionfromMs.OrtizabouttheEugeneWater&ElectricŽĂƌĚ͛Ɛplansfor <br />itspropertyinthedistrict,Ms.Cutsogeorgesaidthatthestatusoffutureriverfront <br />developmentwasuncertainandshewouldneedtoreturnwithmoreinformation.Shesaid <br />wouldprovideinformationabouttheyieldfromtheRiverfrontDistrictifclosedtothe <br />staff <br />committee.Mr.Pryorwantedtheanalysistoincludeotherimpactsofclosingdownthedistrict. <br />Ms.HammittobservedthatthefundingrealizedbyclosureoftheRiverfrontdistrictwouldnot <br />achievetheneededamountofmoney,butitwouldhelp. <br />Referringtothelistofpotentialrevenuesources,Mr.Farrquestionedthepoliticalfeasibilityof <br />arestauranttaxorincometax.Hepointedoutthecouncildidnothavetoplaceautility <br />consumptiontaxontheballotandcouldrealize$2millionannuallyfroma1.5percentutility <br />consumptiontax.Heacknowledgedsuchataxwassubjecttoreferralbuthebelievedthe <br />councilcouldpresentsuchataxtothecommunityinanunderstandablemannerthatcould <br />leadtoitsacceptance. <br />Mr.Pryorsaidthatothercitieshadimposedautilityconsumptiontaxsodataaboutpotential <br />yieldswaseasilysecured.Hesaidsuchataxhadtheadditionalbenefitofbeingastable <br />Page 15 <br />
