Therearenospecificplanstoreducefundingfortheseprograms,butasCitybudgetsare <br />squeezedinthefuture,theseprogramswillbeunderconsiderationforreductions,alongwith <br />allotherCityservicesthatshareintheGeneralFundandCDBG/HOMEprogramfunding. <br />Despitethepotentialrisktofundinglevelsfortheseprograms,theSubcommitteedetermined <br />thattheCityshouldnotmoveforwardwithnewrevenuestoreplacethecurrentbasefunding. <br />Undertakinganewrevenuesourcetosupplementorreplacemoreofthattotalhumanservice <br />budgetisprobablynotpoliticallyfeasibleinthecurrenteconomicenvironment.Therefore,the <br />Subcommitteerecommendsamuchmoremodestapproachtostabilizingandsupplementing <br />humanservicefundingatthistime. <br />NewRevenuestobeConsidered:Totalamountofnewrevenuestobegeneratedforaddi <br />tionalongoinghumanservicefundingshouldbeabout$600,000to$700,000.Revenuesto <br />supporttherecommendationcouldcomefromoneofthefollowing: <br />utilityconsumptiontax;or <br />o <br />publicservicefee(akautilityfeeormonthlyhumanservicefee). <br />o <br />Neitheroftheserevenuesourceswouldrequireapublicvote,althoughtheCityCouncilcould <br />choosetosendtheissuetothevoters.Ifthenewrevenuesourcewerenotsenttoavote,the <br />CityCouncilwouldneedtobeveryclear,accountableandresponsibleinputtingtogetherthe <br />fundingpackage. <br />Furtherevaluationregardingthemechanismforcollectionofthisrevenuewillrequire <br />additionalanalysis.Atthepresenttime,theCitydoesnothaveaprocessinplaceforthe <br />collectionoftheserevenues.Currently,robustcollectioneffortssuchasstormwaterand <br />wastewaterfeesareprovidedthroughpartnershipwithEWEB.Basedonpastdiscussionsand <br />research,thisisthemostcosteffectivemannerforcollectingeitherofthesenewrevenues. <br />However,thiswouldrequiremoreanalysisanddialogwithEWEBtodeterminetheappropriate <br />collectionmethod. <br />eoftheimpacttocitizens/taxpayersfromtheserevenuesourcesis <br />Thepreliminaryestimat <br />showninthefollowingchart: <br />Amount <br />RateRaisedImpacttoCitizens/Taxpayers <br />UtilityConsumptionTax <br />0.3%$700,000~$0.50/householdpermonth <br />0.45%$1,000,000~$0.70/householdpermonth <br />1.0%$2,200,000~$1.50/householdpermonth <br />MonthlyPublicServiceFee <br />$1/month$700,000$12/yearperunit <br />$1.50/month$1,000,000$18/yearperunit <br />$3.00/month$2,000,000$24/yearperunit <br />Note:Revenueamountsandimpacttocitizens/taxpayersareverypreliminaryandwillneedupdatingandrefinementiftheideamoves <br />forwardatcouncil.Thesearegrossrevenueestimatesanddonottakeintoaccountthecostsofadministration. <br />Page 3 <br />
