MINUTES <br />CouncilSubcommitteeonHumanServicesFunding <br />BascomZŽŽŵͶƵŐĞŶĞPublicLibrary <br />th <br />100West10ǀĞŶƵĞͶƵŐĞŶĞ͕Oregon <br />October4,2011 <br />12:15p.m. <br />PRESENT:AndreaOrtiz,ChrisPryor,GeorgeBrown,members;AssistantCityManagerSarah <br />Medary;CentralServicesDirectorKristieHammitt;AndyFernandez,Library, <br />Recreation,andCulturalServicesDepartment;MiaCariaga,TwyllaMiller,Central <br />ServicesDepartment;StephanieJennings,MikeSullivan,Community <br />DevelopmentDivision;LoriKievith,PeteDeshpande,EugenePoliceDepartment; <br />PearlWolfe,KatieBloch,LaneCountyHealthandHumanServices;JuanCarlos <br />Valle,guest. <br />ABSENT:PatFarr,member. <br />Mr.Fernandezfacilitatedthemeeting. <br />I.SubcommitteeCharge <br />Ms.HammittreferredthecommitteetotheProjectScopeStatement,includedinthemeeting <br />packetprovidedtomembersinadvanceofthemeeting:Thecouncilsubcommitteewillexplore <br />optionstosecureanincreasedlevelofstableandlongtermfundingforhumanservicesinthe <br />community.Thesubcommitteewillproduceareporttothefullcouncil(writtenbystaff)that <br />recommendsalevelofinvestmentinfundingforhumanservicesandanongoingfunding <br />sourceadequatetocovertherecommendedservicelevel.Shepreviewedfutureagendatopic <br />areas. <br />Mr.Fernandezaskedthosepresenttoconsiderwhattheythoughtwouldbethebestandworst <br />outcomesoftheĐŽŵŵŝƚƚĞĞ͛Ɛfourscheduledmeetings.Ms.Millerrecordedtheremarksmade <br />oneaselpads.Mr.Fernandezsummarizedthethemesreflectedintheremarks,notingthat <br />fearofdoingnothingwastheworstoutcomeexpressedmostfrequently,andadequatefunding <br />wasthebestoutcomeexpressedmostfrequently. <br />Thecommitteebrieflydiscussedtheapproachitwishedtotaketothediscussionsitplannedto <br />have.Ms.Ortizdistinguishedbetweenmandatedanddiscretionaryservicesprovidedbythe <br />CityandsuggestedthecommitteediscusswhattheCitywasobligatedtodoversuswhatit <br />thoughtwastherightthingtodoinregardtohumanservicesfunding.Mr.Pryoragreed.Ms. <br />Hammittpointedoutthatthecouncilhadnotdiscussedmandatedservicelevelsanytimeinthe <br />lastthreeyears.Shesuggestedthetopicwasmostappropriatelyplacedinthelargercontextof <br />theĐŽƵŶĐŝů͛Ɛgoals.Ms.Ortizbelievedshewouldbenefitfromsuchadiscussion. <br />Page 7 <br />
