collectedbyEWEB. <br />Aportionofthetaxrevenuewouldbeneededto <br />offsetadministrativecostsfortheutilitiesto <br />collectandremitthetax. <br />Anannualallocationcouldbesetasidetohelp <br />mitigatethefinancialimpactsofthetaxonlow <br />incomehouseholds.Implementationofthese <br />itemswouldreducetheyieldestimatesgiven. <br />RevenueAdequacyBasedontheestimatedannualyield,thisrevenue <br />sourcewouldmeetsome,butnotalloftheCityof <br />EugeneGeneralFundneeds. <br />AdministrativeEffortIfthetaxwereimposedonutilitycompaniesbased <br />ongrossreceiptswiththepresumptionthatthe <br />taxispassedontothecustomer,theongoing <br />administrativeeffortwouldbeminimal. <br />Anadministrativefeeforcollectingandremitting <br />thetaxtotheCitywouldbenegotiatedwithEWEB <br />andNWNG.Asanexample,ifanadministrative <br />feeof5%ofthenettaxduewereinstituted <br />(similartotheadministrativefeeinplacefor <br />transientroomtax)theforegonerevenuewould <br />beapproximately$110,000atthe1%taxlevel. <br />TheCityhastalkedwithEWEBintherecentpast <br />aboutbeingthebillingagentfortheStreetUtility <br />Fee.IfboththeStreetUtilityFeeandtheUtility <br />ConsumptionTaxmoveforward,CityandEWEB <br />staffwouldneedtoagreethatbothchargeswould <br />beplacedontheEWEBbill. <br />TimelineThistaxcouldbeimplementedbyFY12.Itis <br />assumedthatsuchataxwouldbereferredtothe <br />voterspriortobeingimplemented. <br />Incidence&EquityAllutilityusersinthecitywouldpay.Anincrease <br />wouldbeagreaterfinancialburdentolowincome <br />householdswhohavelittletonodiscretionary <br />income. <br />Additionally,whenthetaxisestablishedasa <br />percentofconsumption,largeutilityusersare <br />affectedmorethanotherusersinthecommunity. <br />Developingaprogramtorebatesomeportionof <br />thetaxtolargeuserscouldmitigatecreatinga <br />barriertoeconomicdevelopment. <br /> <br />
