Comments: Establishes precious material secondhand dealer record keeping requirements regarding <br />transactions involving items of precious material. Requires seven-day holding period for <br />items of precious material acquired by precious material secondhand dealers. Although, <br />this bill is limited in the items that it regulates and doesn’t address the need for a uniform <br />repository of the data collected or an automated reporting system that would allow law <br />enforcement the ability to easily access transaction data, this bill is a great start that will <br />assist law enforcement in their quest to locate and recover stolen property and identify <br />individuals involved in the theft and sale of stolen property. <br /> <br /> <br />HB 4148 <br /> <br />Relating Clause: Relating to studded tires. <br /> <br />Title: Imposes fee on retail sale of studded tires and on installation of studs in tires. Provides <br />exception.
