Comments: This bill makes it a crime to electronically recruit someone to commit a specific crime, <br />with specific time and location. This is a recognition that such a communication, when <br />specific, is a substantial step toward the commission of a crime, therefore, there is a legal <br />"attempt" at the very least. This requires a "specific time and at a specific location." <br />While this is ok, I think it loses some impact by requiring both time and location. Would <br />be better if it said something like, '...specific time and/or location...' Electronic <br />recruitment is common in youthful or gang related crimes and this is an important <br />improvement of the law. <br /> <br /> <br />SB 1535 <br /> <br />Relating Clause: Relating to use of master form instruments; creating new provisions; amending ORS <br />93.780, 93.790, 93.800 and 93.802; and declaring an emergency. <br /> <br />Title: Authorizes affordable housing covenants contained in recorded master form instrument to <br />be incorporated by reference in short form instrument recorded for real property <br />transaction.
