Comments: This bill makes it a crime to electronically recruit someone to commit a specific crime, <br />with specific time and location. This is a recognition that such a communication, when <br />specific, is a substantial step toward the commission of a crime, therefore, there is a legal <br />"attempt" at the very least. This requires a "specific time and at a specific location." <br />While this is ok, I think it loses some impact by requiring both time and location. Would <br />be better if it said something like, '...specific time and/or location...'
