This portion of the <br />bill should be deleted. <br /> <br /> - Adds additional reporting requirements for the Oregon Dept. of Agriculture. This <br />portion of the bill will have no impact on the City. <br /> <br /> - Requires Oregon Universities to use the same electronic system for posting invitations <br />to bid and other solicitation documents as used by the Dept. of Ag. This portion of the <br />bill will have no impact on the City. <br /> <br /> I recommend the bill be revised to eliminate the portion of the bill related to employee <br />rights for a year after separating, and the portion that would give employees and unions <br />rights to sue if the public agency contracts out work that adversely affects the employees <br />job. <br /> <br /> If the bill moves forward as is, I recommend the City oppose the bill. If the bill is revised <br />to delete the portions of the bill I noted above, then the City should drop the bill. <br /> <br /> <br />HB 4139 <br /> <br />Relating Clause: Relating to depositories of public funds. <br /> <br />Title: Directs public officials to deposit public funds in certain community banks. Directs <br />public officials, to extent practicable, to transfer deposited public funds to community <br />banks no later than January 1, 2014. It is unclear to what extent the City would be expected to place public funds with <br />community banks, which could range from certificates of deposit or money market <br />accounts to all banking services.
