<br />ATTACHMENT A <br />M I N U T E S <br /> <br />Eugene Council Committee on Intergovernmental Relations <br />McNutt Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> February 1, 2012 <br /> 1 p.m. <br /> <br />PRESENT: Betty Taylor, George Poling, members; Intergovernmental Relations Director Brenda <br />Wilson, Jessica Mumme, City Manager's Office; Chuck Tilby, Eugene Police Department; <br />Eric Jones, Public Works Department; Denny Braud, Planning and Development <br />Department. <br /> <br />ABSENT: Mike Clark, member; Mayor Kitty Piercy. <br /> <br /> <br />1. Call to Order and Review Agenda <br /> <br />Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br />Ms. Wilson joined the meeting from Salem via Skype. She emphasized the fact the session was very short <br />and the City had limited time to provide input to the State Legislature. Because the session was so short, <br />she recommended the committee postpone election of a new chair. <br /> <br /> <br />2. Review Pending Legislation <br /> <br /> <br />The committee reviewed a list of bills pulled off the IGR Bill report (attached) by committee members for <br />further discussion. Committee votes, if any, are recorded below. Bills are underlined where a councilor <br />moved to change the staff’s recommendation and no second was made. <br /> <br />House Bill 4020 (pulled by Poling) <br /> <br />Mr. Poling, seconded by Ms. Taylor, moved to change the City’s position on House Bill <br />4020 from Support to Monitor. The motion passed unanimously, 2:0. <br /> <br />House Bill 4040 (pulled by Poling)—No change <br /> <br />Senate Bill 4011 (pulled by Taylor)—No change <br /> <br />Senate Bill 4017 (pulled by Taylor) – No change <br /> <br />Ms. Taylor moved to change the City’s position on House Bill 4017 to Neutral. The <br />motion died for lack of a second. <br /> <br />Ms. Taylor, seconded by Mr. Poling, moved to adopt the staff recommendation for priorities and <br />recommendations for all bills that were not pulled for discussion at this meeting and the committee action for <br />all bills that were discussed and acted on at this meeting.
