Exhibit E <br />Finding 64: This goal directs jurisdictions to inventory, protect, and conserve natural <br />resources for present and future generations. Within the Metro Plan area, Lane County, <br />Springfield, and Eugene jointly completed the Goal 5 requirements in the acknowledged Metro <br />Plan document Ch. III Environmental Resources Element, Goal 5 sections. <br /> <br />If adopted, the proposed amendments would apply existing Goal 5 policies currently contained <br />in the Metro Plan to lands removed from the Metro Plan and placed within the jurisdiction of the <br />RCP. Therefore no changes in existing goal 5 policies are being implemented through by these <br />amendments. Additionally, the “Safe Harbor” riparian protection regulations for areas within the <br />Metro Plan will be applied to lands removed from the Metro Plan. Based on this finding, the <br />application is consistent with Goal 5. <br /> <br /> <br />Goal 6: Air, Water and Land Resource Quality <br />To maintain and improve the quality of the air, water and land resources of the state. <br /> <br />Finding 65: This goal requires adequate protection measures for preservation of air, <br />water and land. Within the Metro Plan area, Lane County, Springfield, and Eugene jointly <br />completed the Goal 6 requirements in the acknowledged Metro Plan document Ch. III <br />Environmental Resources Element, Goal 6 sections. No changes to Goal 6 elements are being <br />attempted with this proposal. Lands previously governed under the Metro Plan will be governed <br />under the RCP should this amendment obtain approval. Lane County completed Goal 6 <br />requirements in its acknowledged RCP. Given the above finding, the application is consistent <br />with Goal 6. <br /> <br />Goal 7: Areas Subject to Natural Hazards <br />To protect people and property from natural hazards. <br /> <br />Finding 66: This goal directs jurisdictions to adopt comprehensive plans that reduce the <br />risks to people and property from natural hazards. Within the Metro Plan area, Lane County, <br />Springfield, and Eugene jointly completed the Goal 7 requirements in the acknowledged Metro <br />Plan document Ch. III Environmental Resources Element, Goal 7 sections. No changes to Goal <br />7 elements are being attempted with this proposal. Lands previously governed under the Metro <br />Plan will be governed under the RCP should this amendment obtain approval. Lane County <br />completed Goal 7 requirements in its acknowledged RCP. Given the above finding, the <br />application is consistent with Goal 7. <br /> <br />Goal 8: Recreational Needs <br />To satisfy the recreational needs of the citizens of the state and visitors and, where <br />appropriate, to provide for the siting of necessary recreational facilities including <br />destination resorts. <br /> <br />Finding 67: The goal’s requirements for meeting recreational needs, now and in the <br />future, shall be planned for by governmental agencies having responsibility for recreation areas, <br />facilities and opportunities. Within the Metro Plan area, Lane County, Springfield, and Eugene <br />jointly completed the Goal 8 requirements in the acknowledged Metro Plan document Ch. III <br />Parks and Recreation Facility Element, section G. No changes to Goal 8 elements are being <br />attempted with this proposal. Lands previously governed under the Metro Plan will be governed <br />under the RCP should this amendment obtain approval. Lane County completed Goal 8 <br />requirements in its acknowledged RCP.
