<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Envision Eugene Draft Recommendation <br /> <br />Meeting Date: March 14, 2012 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Lisa Gardner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5208 <br /> <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session provides an opportunity to present the City Manager’s recommendation for Envision <br />Eugene. <br /> <br /> <br />BACKGROUND <br /> <br />Two primary goals of the Envision Eugene project are to: 1) determine how Eugene will accommodate <br />the next 20 years of growth in the community, as required by state law, and 2) create a future that is <br />livable, sustainable, beautiful and prosperous. <br /> <br />The project kicked off in May 2010 with a series of community meetings and a year of collaborative and <br />in-depth conversations with a wide variety of thoughtful and knowledgeable community members - the <br />Community Resource Group. In March 2011, a draft proposal titled Envision Eugene: A Legacy of <br />Livability was published, setting a course for a new and sustainable vision for the future of Eugene. <br />Seven pillars, or major objectives, defined the framework for the vision and reflect Eugene’s collective <br />community values and best outcomes. Each pillar is accompanied by strategies and actions to implement <br />the vision. <br /> <br />The past 12 months have focused on staff and committee work to refine the draft strategies and actions. <br />The Technical Resource Group, a committee made up of community members with technical expertise, <br />spent hundreds of hours vetting data and analysis. While they did not vet all the information that formed <br />the basis for this recommendation, or the recommendation itself, their work has been invaluable in <br />providing a solid basis for the recommendation. Six open houses and an on-line open house were held <br />to share interim work products with the general public. Each month, a project e-newsletter is sent to over <br />400 people. <br /> <br />The Draft Recommendation presents the land need for housing, jobs, parks, and schools; recommends <br />an Urban Growth Boundary to accommodate the need; and outlines strategies and actions necessary to <br />manage growth in line with the community vision. This information will be presented at the March 14, <br />2012, work session, and the accompanying documents will be distributed at that time. <br /> <br />Next Steps <br />A series of six community forums will be held around the city to present the recommendation and gather <br />feedback.
