(See Attachment A for an aerial view of the site.) <br /> <br /> <br />BACKGROUND <br /> <br />In March, staff provided information to the council on the proposal received from Capstone <br />regarding the student housing development and the planned public engagement opportunities <br />regarding this proposed project. The proposal materials include a Multi-Unit Property Tax <br />Exemption (MUPTE) application and a request for an alley vacation and rededication; both of <br />these applications are currently being processed by staff and will be presented to the council for <br />action (see “Timing & Next Steps” section below). <br /> <br />Public Engagement Opportunities <br />Individuals and groups in the community expressed a desire to learn more about and provide <br />input on the proposed project. Public engagement opportunities occurring over the last four <br />weeks included: <br /> <br />City Club discussion on March 11, co-sponsored by the Downtown Neighborhood <br /> <br />Association (DNA); <br /> <br /> <br />Jefferson Westside Neighborhood Association (JWN) Q&A session on March 13; <br /> <br /> <br /> <br />City-sponsored open house on March 14; and <br /> <br /> <br /> <br />DNA meeting March 26 <br /> <br /> <br />A number of questions emerged about the proposed project from the open house and the City <br />Council work session on March 12. These questions fall into four categories: transportation and <br />parking, MUPTE, management, and project design and construction, in addition to general <br />questions about the project or process.
