force members met six times to support the work of the task force through agenda development,
organization, and synthesizing.

Early in the process, groups were formed to discuss the most pressing needs of the homeless in the
community. A list of needs was developed and its prevailing themes were categorized into seven
priority areas, or areas in which efforts to address the needs of the homeless should be focused.

Community Engagement & Outreach Sustainability

Day Use Wealth Generation

Health Laws & Ordinances

Housing & Overnight Shelter

Subcommittees were developed to explore each of these priority areas. The subcommittees developed
lists of actionable items that may be used to implement actions associated with the final
recommendations. A list of these actions are included in the task force’s report.

Recommendations:

Though consensus was difficult to reach on many specific actions, the task force did reach consensus on
six recommendations for City Council consideration. The recommendations are as follows:

1.Identify and establish potential sites.

2.Create and support day use community centers.

3.Improve traditional and non-traditional health care access.

4.Continue and expand existing services to the homeless.

5.Improve laws and ordinances that criminalize and block homeless individuals.

6.Create a commission to continue to explore homelessness solutions.
More detail regarding the process and recommendations are available in Attachment A, the Opportunity
Eugene Task Force on Homelessness Solutions Report and Recommendations.

CITY MANAGER’S RECOMMENDATION

This is an information item, no recommendation is necessary.

SUGGESTED MOTION

This is an information item, no motion is required.

ATTACHMENTS

A.
