<br />Mr.Brownaskedaboutthetotalunfundedneed.Ms.Wolfeindicatedthatforfiscalyear2012, <br />theHumanServicesCommission(HSC)received$6.5millioninfundingrequestsandwasable <br />tofundonly$3.8million.Ms.JenningsaddedthatthefundingmentionedbyMs.Wolfewas <br />specifictooperationalcostsanddidnotincludecapitalcostsorthecostsofaffordablehousing <br />andjobcreationefforts. <br />Mr.PryorrecommendedthatthecommitteeavoiddiscussingtheGeneralFundtokeepits <br />deliberationsmoremanageable.Hebelievedthatifthecommitteeattemptedtodiscuss <br />budgetprioritieswithinthatcontextitwouldrealizeitsworstoutcomeandmakenoprogress. <br />ttoquantifythescopeoftheneedanddiscussnon <br />Hesuggestedthecommitteeattemp <br />GeneralFundapproachestomeetingit.Mr.Fernandezsuggestedthatthecommitteeputthe <br />useofGeneralFunddollarsinthe͞ƉĂƌŬŝŶŐůŽƚ͘͟ <br />II.HistoryandBreadthofHumanServicesFunding <br />Ms.JenningsledthecommitteethroughaPowerPointpresentationentitledSocialServicesand <br />AffordableHousing.ThepresentationhighlightedtheelementsoftheEugeneSpringfield <br />ConsolidatedPlan,whichprovidedguidanceforcommunityinvestmentsinaffordablehousing, <br />homeownership,andprogrammingthathelpedresidentstoselfsufficiency.Thepresentation <br />alsoincludedinformationabouttheHumanServicesPlanforLaneCounty,whichguided <br />communityinvestmentsinfourpriorityoutcomeareas:1)basicneeds,2)increasedself <br />reliance,3)asafercommunity,and4)improvedaccesstoservices.Thepresentationincludeda <br />breakdownofHumanServicesCommissionGeneralFundmembercontributionsforfiscalyear <br />2012andsummarizedtheŝƚLJ͛Ɛhistoriccontributionstohumanservicesfunding.Ms.Jennings <br />highlightedhumanservicesfundingtrends,whichincludedcontinuedreductionsinStateand <br />federalfunding,ashifttowardplacingpeopleinpermanenthousingratherthanemergency <br />shelter,andchangesintheoverallmixofservicesasaresultofthemorecompetitivefunding <br />processthathadbeenadopted. <br />III.MultiYearFinancialPlan <br />rstotheCityofEugeneMultiYearFinancialWůĂŶͶ&zϭϮ <br />Ms.Millerreferredcommitteemembe <br />FY17,includedinthemeetingmaterials,anddirectedthemtopage2ofthedocument,which <br />summarizedtheŝƚLJ͛Ɛninehighestunfundedpriorities.TheprioritiesincludedtheGeneral <br />Fundshortfall,AmbulanceTransportFundshortfall,ParkingFundstabilization,Parks&Open <br />Spacemaintenance&operationscapacity,DeferredMaintenance,poolpreservation,pavement <br />restorationbacklog,addedjailbeds,andtechnicalworkassociatedwithEnvisionEugene.Ms. <br />Millerestimatedthetotalcostoffundingthenineitemsoversixyearsat$134million. <br /> <br />
