<br />II.MinutesApproval <br />Ms.Ortiz,secondedbyMr.Pryor,movedtoapprovetheNovember8,2011, <br />minutesassubmitted.Themotionpassedunanimously,4:0. <br />III.FollowupfromNovember8Meeting <br />Ms.Cutsogeorgeprovidedanoverviewoftheagendamaterialspreparedbystaffasfollowup <br />totheNovember8meeting.InformationincludedtheaverageutilitybillforaEugeneWater& <br />achartshowingtheprosandconsoftherevenuesourcesunder <br />ElectricBoardratepayerand <br />discussion;andadocumententitledEugeneHumanServicesBudget,whichincludedsummary <br />dataregardingCityofEugeneexpendituresonhumanservicesfundingoverthepastsixyears <br />(fiscalyears20072012). <br />Ms.CutsogeorgecalledtheĐŽŵŵŝƚƚĞĞ͛ƐattentiontoafinaldocumententitledFunding <br />TradeoffScenarios,whichsummarizedthreegeneralfundingapproachesforhumanservices <br />thecommitteecouldconsider:1)ReallocateGeneralFundServices;2)ExpandedHuman <br />ServicesCommissionPaymentfromNewRevenueSource;and3)FundEntireHumanServices <br />CommissionPayment(Current+Expansion)fromNewRevenues. <br />IV.ContinuedDiscussion <br />Ms.Cutsogeorgeinvitedcommentonthefundingtradeoffscenarios. <br />Mr.BrownsuggestedthattheCitycoulduseonetimemoneysuchastheEugeneWater& <br />ElectricŽĂƌĚ͛ƐContributioninLieuofTaxes(CILT)paymentortherevenuetheCitywould <br />realizefromtheUniversityofOregonforthevacationofMossStreettofundonetime <br />expenses,suchascapitalconstructionoffacilitiesforveterans.Hesuggesteditwouldalsobe <br />prudenttoholdsomemoneyinreserve.Ms.HammittaskedifMr.Brownproposedtodirectall <br />onetimemoneytoonetimeexpenses.Mr.Brownhadnotgiventhatquestionthoughtand <br />suggestedthequestionofwhatneededtobefundingcouldbereferredtohumanservicesstaff <br />andtheagenciesthatprovidedtheservices.HesaidanotherapproachwasfortheCitytofund <br />thoseservicesmostinneedforashorttermperiodwhileotherfundingwasfound. <br />Mr.Farrbelievedonetimefundingshouldbeusedasalastresortoronanexpenditurethat <br />wouldnotrequireadditionalfundinginthefuture. <br />Ms.OrtizpreferredtoseetheCILTmoneygointotheGeneralFundandthoughtthestreet <br />vacationrevenueshouldgotowardtransportationrelatedexpenses.Sheopposedreallocating <br />GeneralFundmoneysgiventheoutlookforthatfundandadvocatedforamoresustainable <br />overallfundingapproach.ShethoughtitmightmakesensetoterminatetheRiverfrontUrban <br />RenewalDistrict.Shequestionedhowthecouncilcoulddecidewhichagenciesshouldbe <br /> <br />
