<br />EWEBwascapableofnegotiatingadevelopmentagreementandtheCitycouldhelpt͛Ɛ <br />effortsbyreducingsystemsdevelopmentchargesandstreamliningthepermitprocess. <br />Mr.Farrpreferredtodropdistrictterminationfromconsiderationbecauseitwouldnotprovide <br />muchfundingandwhenitwasgonetheCitywouldnowlacktheabilitytoimpacttheEWEB <br />development.Hepreferredtolooktothetwotaxingmechanismsunderconsideration. <br />Mr.Fernandezreturnedtothethreequestions. <br />Whichcomponentsarerecommendedforstabilization? <br />ThecommitteeacceptedasuggestionfromMr.PryorthatthecommitteerecommendtheCity <br />maintainthecurrentGeneralFundallocationforhumanservicesandincreaseitto$2million <br />usinganewrevenuesource.ThecommitteeacknowledgedthattheGeneralFundelementwas <br />moresusceptibletoreallocation. <br />Whatistherecommendedstabilizationmechanism? <br />Ifnewrevenue,whichone(s)andwhatisthetargetamountfromeachsource? <br />permonthtoraise <br />Thecommitteeagreedtoforwardbothahumanservicesmonthlyfeeof$1 <br />approximately$700,000annuallyandautilityconsumptiontaxofonepercenttoraise <br />approximately$1.2millionannuallytothecouncilforitsconsideration.Thecommitteealso <br />agreedtomentionthepossibilityofterminatingtheRiverfrontUrbanRenewalDistrictaswell <br />asthepossibilityofdirectingtheonetimesourcesthatwerediscussedtowardonetime <br />expenses. <br />Ms.Cutsogeorgesummarizedtherecommendationasincluding$1.35millionfromtheGeneral <br />Fund,$350,000fromCDBGandtheHOMEfunds,with$600,000to$700,000tocomefroma <br />newrevenuesourceintheformofautilityconsumptiontax,humanservicesmonthlyfee, <br />terminationofthedistrict,oracombinationthereof,aswellasopportunitiesforonetime <br />dollarstooffsetonetimeexpenses. <br />Mr.PryoraskedstafftocommunicatetotheBudgetCommitteethatthecommitteewantedto <br />securethebasepaymentintheGeneralFundtothedegreepossible.Therewasgeneral <br />concurrence. <br />ThecommitteeacceptedasuggestionfromMr.Farrthatitstopfundingprioritieswerethe <br />utilityconsumptiontaxandmonthlyhumanservicesfee,withtheothermechanismsaslesser <br />priorities.Mr.Pryorsuggestedthatstaffprovidethecouncilwithalltherevenueoptionsthe <br />committeediscussed. <br /> <br />
