MeetingtheChallengeTaskForce <br />ReviewofGeneralFundRevenueAlternatives <br />January22,2010 <br />(XYZ)PublicServiceFeeʹRecommendedasSecondChoice <br />DescriptionApublicserviceutilityisadefinedgroupofrelatedservicesthatare <br />generallyavailabletoandarebroadlyaccessedbyoccupantsof <br />propertyinacity.Utilityfeesaretypicallysettorecoverpartorallof <br />thecostsoftheservice,andarebilledtopersonswhooccupyorhave <br />,nottheownersofproperty.Unlike <br />useofdevelopedproperty <br />electricity,water,stormwaterandsewerutilityservices,thisfeewould <br />fundservicesthatarenotdelivereddirectlytothepropertyandarenot <br />directlymeasurable.Thepurposeofthefeeistoprovidestablefunding <br />toensuretheserviceremainsavailabletothecommunity. <br />MeetingtheChallengeActionAfteraRestaurantTax,theTaskForcerecommendedaPublicService <br />Feeofbetween$5and$10amonthtopayforservicesthatarenot <br />deemedhighpriorityservicessuchaspublicsafety. <br />LegalAuthority&RestrictionsUnderKƌĞŐŽŶ͛ƐHomeRuleprinciplemunicipalitymaychargefeesfor <br />services.Revenuesarenotrestricted.InJanuary,2007,theOregon <br />SupremeCourt,in<ŶĂƉƉǀ͘ŝƚLJŽĨ:ĂĐŬƐŽŶǀŝůůĞ͕upheldtheCityof <br />:ĂĐŬƐŽŶǀŝůůĞ͛Ɛpublicserviceutilityfee.Thiscaseclarifiedthatcityfees <br />forutilityservicesmaybechargedtoapersonwiththerighttooccupy <br />theymaynotbebasedonpropertyownershipor <br />oruseproperty,but <br />valueofproperty. <br />PrecedenceTheCityofEugenecurrentlydoesnotchargeanypublicserviceutility <br />fees.Autilityfeeforstreetoperationsandmaintenance,withrevenue <br />goingtotheRoadFund,hasbeenunderdiscussionforanumberof <br />yearsbuthasnotbeenimplemented. <br />SeveralmunicipalitiesinOregondochargepublicserviceutilityfeesfor <br />parks,streetoperationsandmaintenance,policeand/orfireservices. <br />Jacksonvillecurrentlychargesautilityfeeof$20permonthon <br />theoccupantofeachunitofdevelopedproperty.Thisfee <br />providesabout50%ofthefundingneededfor:ĂĐŬƐŽŶǀŝůůĞ͛Ɛfire <br />services. <br />Medfordcharges$2.60persinglefamilyhomepermonth, <br />producing$1millionannuallyforpoliceandfireservices. <br />Medfordalsochargesaparksutilityfeeof$2.87permonthper <br />singlefamilyhome. <br />charges$3perresidentialunitpermonthforpublic <br />Newberg <br />safetyservices. <br />chargesautilityfeeof$15permonthper <br />ShadyCove <br />residentialornonresidentialunit,dedicatingtherevenueto <br />policeservices. <br />NumerousOregoncitieschargeutilityfeesforstreetoperation <br />andmaintenance. <br />RevenueYield&StabilityYieldwillvarywiththefeelevel.Publicserviceutilityfeerevenue <br />
