ADMINISTRATIVE ORDER NO. 21-12-06 <br />of the <br />City Manager <br />City of Eugene, Oregon <br />DELEGATING TO THE CHIEF OF POLICE THE AUTHORITY TO <br />ESTABLISH DISPATCH CONTRACT RATES. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City <br />Manager is designated as the administrative head of the City, specifically authorized to appoint and <br />remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, <br />disband and reorganize various City departments, and to enforce all ordinances of the City. <br />B. The City of Eugene provides Fire/EMS dispatching services for 17 agencies in Lane <br />County. The agencies enter into an agreement with the City of Eugene agreeing to pay the City an annual <br />Fire/EMS Dispatch Service fee. The fees are calculated annually based on a formula that utilizes each <br />jurisdiction's actual calls dispatched, per capita population, and assessed property value. In addition, <br />mid -year rate adjustments are occasionally necessary to compensate for unforeseen events such as <br />dissolution of districts, consolidation or withdrawal from the contract, and joint investment in additional <br />infrastructure (such as radio infrastructure). <br />C. It would be most efficient and. in the public interest, for the Eugene Chief of Police or <br />designee to establish the formula for calculating the annual Fire/EMS Dispatch Services rates since <br />emergency dispatch services are handled by the Eugene Police Department and, based on that formula, <br />determine the annual Fire/EMS Dispatch Services rates and any mid -year adjustments to those rates. <br />NOW, THEREFORE, the City Manager of the City of Eugene orders and directs that: <br />1. The above findings are adopted. <br />2. The authority to establish the formula for calculating annual Fire/EMS Dispatch Service <br />rates and, based on that formula, determining the annual Fire/EMS Dispatch Services rates and any mid- <br />year adjustments to those rates is delegated to the Eugene Chief of Police. <br />3. The Eugene Chief of Police may in turn delegate the duties or responsibilities delegated <br />in this Order to such person or persons, qualified to perform the delegated duties upon finding it would be <br />more efficient and in the public interest to do so. <br />4. The delegation of authority contained in this Order shall be construed to extend to and <br />include any persons(s) "acting in capacity" (AIC) for the Eugene Chief of Police. <br />Dated and effective this 9th day of April , 2012. <br />Jon R.
