EXHIBIT F <br />Findings of Consistency <br />Infill Compatibility Standards for Multi-Family Developments <br />(City File CA 11-2) <br /> <br /> <br />Summary <br />The findings below address the required approval criteria from the Eugene Code for land use code <br />amendments and cover the following topics: <br /> <br />Multi-Family Open Space Standards <br />Allowed Intrusions in Required Setbacks <br />Driveways and Parking Areas in the R-3 and R-4 Zones <br />Garbage and Recycling Screening <br />Compatible Transition between R-1 and R-3/R-4 zone boundaries in the South University Area <br />Bicycle Parking Standards <br /> <br />Code Amendment Eugene Code Section 9.8065 requires that the following approval criteria (in bold <br />and italics) be applied to a code amendment: <br /> <br />(1) The amendment is consistent with applicable statewide planning goals adopted by the Land <br />Conservation and Development Commission. <br />Goal 1 - Citizen Involvement. To develop a citizen involvement program that insures the opportunity for <br />citizens to be involved in all phases of the planning process. <br /> <br />The City has acknowledged provisions for citizen involvement which ensure the opportunity for citizens <br />to be involved in all phases of the planning process and set out requirements for such involvement. <br />The process for adopting these amendments rovided <br />numerous additional opportunities for interested parties to participate in development of the <br />amendments. The majority of these topics came directly from recommendations of the Infill <br />Compatibility Standards Project, which represented a diverse range of interests, including <br />neighborhood associations, the development community, and affordable housing advocates. A <br />subcommittee devoted to multi-family development completed substantial work developing proposals <br />and recommending draft code that largely informed these amendments. <br /> <br />Prior to the start of the formal adoption process, the proposals were sent out for broad public <br />feedback to over 175 individuals that are involved in a group or profession associated with <br />neighborhood livability and infill, including neighborhood leaders, architects, designers and developers <br />of multi-family developments, Infill Compatibility Standards , <br />Envision Eugene Community Resource Group, Opportunity Siting Task Team, and bicycle advocates. <br />. Additionally, public comment <br />was received at the Planning Commission work sessions prior to the hearing. <br />
