adopted refinement plans. <br /> <br />Applicable Metro Plan Policies <br />As noted in the Metro Plan (page I-5), use of the Metro Plan requires a balancing of its various <br />components on a case-by-case basis, as well as a selection of those goals, objectives and policies most <br />pertinent to the issues at hand. The following policies from the Metro Plan (identified below in italics) <br />are applicable to these code amendments. Based on the findings provided below, the proposal is <br />consistent with and supported by the applicable provisions of the Metro Plan. <br /> <br />A. Residential Land Use and Housing Element <br /> <br />Establish density ranges in local zoning and development regulations that are consistent with <br />the broad density categories of this plan. <br /> <br />Low density: Through 10 dwelling units per gross acre (could translate up to 14.28 units per net <br />acre depending on each jurisdictions implementation measures and land use and development <br />codes) <br /> <br />Medium density: Over 10 through 20 dwelling units per gross acre (could translate to over <br />14.28 units per net acre through 28.56 units per net acre depending on each jurisdictions <br />implementation measures and land use and development codes.) <br />High density: Over 20 dwelling units per gross acre (could translate to over 28.56 units per net <br />acre depending on each jurisdictions implementation measures and land use and development <br />codes) (Policy A.9) <br /> <br />The amendments are consistent with Metro Plan density policies. <br />Eugene Code allow significantly higher densities in the R-3 and R-4 zones than are required by Metro <br />Plan Policy A.9 and the proposed amendments do not change the zoning of any property. There is no <br />evidence to demonstrate that, in passing the proposed amendments, the city will be unable to comply <br />with the 28.56 dwelling units per net acre that is set by Metro Plan Policy A.9. <br /> <br />Increase overall residential density in the metropolitan area by creating more opportunities for <br />effectively designed in-fill, redevelopment, and mixed use while considering impacts of increased <br />residential density on historic, existing and future neighborhoods. (Policy A.13) <br /> <br />The amendments will continue to provide opportunities for additional high-density development but <br />will better ensure that site design will preserve the character of the existing neighborhoods, directly <br />implementing this policy. <br /> <br />Review local zoning and development regulations periodically to remove barriers to higher <br />density housing and to make provision for a full range of housing options.
