Neighborhood Livability Working Group <br /> Parties in apartments and houses in the R3 and R4 areas of 18th and 19th avenues spill out onto the street <br />so that 19th Avenue often appears like a carnival. In the last two years, 19th Avenue has simply become <br />unlivable for working adults and their families. <br /> The R1 area south of 19th has a high proportion of rental houses. The students here regularly test their <br />freedoms with loud parties. <br /> Every week the neighborhood suffers vandalism of private and public property, littering, public urination <br />and public sexual activity into the early hours of the morning. <br /> Roving bands of students, often disgorged by party buses, disturb the night with their yelling and it is not <br />unusual to be awakened in the middle of the night by a young person pounding on the door too inebriated <br />to realize they are at the wrong house. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />8 <br />Page <br /> <br />
