Neighborhood Livability Working Group <br />Safe <br />Problem Description <br />Parties and activity associated with athletic events held in near campus neighborhoods can result in high-risk <br />drinking, noise, violence, property damage, drunk driving, and other reckless behaviors that affect neighborhood <br />livability and the safety of students and neighbors. <br /> <br />Strategy Description: <br />aims to create safer party environments by building a closer sense of community between students and neighbors, <br />promoting safety at parties and athletics events (football games), and increasing enforcement of alcohol-related <br />laws and policies. Intervention components may include: <br /> Electronic and media communications to educate students on being responsible party hosts and <br />understanding related liability and laws as well as strategies for reducing high-risk drinking and violence. <br /> Student led peer trainings about responsible partying. <br /> Neighborhood volunteer assistance in setting expectations about responsible partying through educational <br />networks and hosting of alcohol-free block party events. <br /> Collaboration with the Oregon Liquor Control Commission and law enforcement to assess sale of alcohol at <br />nearby campus outlets to determine trends and distribute responsible party information at points of sale. <br /> Education and information about new conduct and tailgating polices near Autzen stadium would be <br />distributed, and educational efforts would be implemented regarding high-risk in the greater community <br />on game days. <br /> <br />Related Goals/Policies <br /> West University Task Force recommendations (June 2003): <br />Keg lists and knock and talks OLCC and police department visit residences where kegs of beer will be <br />consumed to convey party hosts responsibilities. <br />Provide educational information with kegs distribute a pamphlet to purchasers of kegs describing <br /> <br /> UO Healthy Campus Initiative <br /> <br />Costs and Potential Resources <br /> Costs of the initiative to the UO would include the development of educational materials and staff time <br />($50,000) and program costs for related events and outreach with students and neighbors ($10 -20,000). <br /> The UO would search for grant funding to cover costs for implementation. <br /> Staff costs regarding OLCC/law enforcement support may also be incurred. <br />Issues to Consider <br />Barriers could include availability of staff time to dedicate to this project, cooperation of OLCC, law enforcement, <br />UO Athletics, neighbors, and student buy-in. <br /> <br />Measuring Effectiveness <br />Effectiveness could be measured by conducting student surveys, studying trends regarding alcohol sold at <br />outlets/restaurants/bars, etc. As with most strategies, pinpointing the effectiveness of one particular strategy over <br />others also implemented may be difficult. <br /> <br /> <br />31 <br />Page <br />
