He indicated <br />that the cities currently enjoy decision making autonomy within the city limits but <br />the County doesn’t have the same authority and this reciprocates that relationship <br />and it helps the cities and the County. <br /> <br />Councilor George Brown left at 8:20 p.m. There is no quorum for the city of <br />Eugene. <br /> <br />Piercy commented that there is a strongly improved relationship between the three <br />jurisdictions and a current good working relationship. She thought that they were <br />at the front end of the water issue. She thought it is going to get more <br />challenging. She added that water issues are the issue of the future. She thought <br />they needed to be thoughtful before they relinquish any oversight over water. <br /> <br />Poling concurred that they should keep the record open for one week. He recalled <br />they started the meeting with a quorum but Councilor Brown had to leave. He <br />asked if they could put out a motion and vote on it. <br /> <br />Jerome responded that the Eugene City Council cannot take action without a <br />quorum. She thought they could discuss this issue at the next meeting. <br /> <br />Poling recommended that the city of Eugene not have another Public Hearing on <br />this issue. He wanted to make sure the city of Eugene was the third group to take <br />action in this process. He thought they needed another work session to discuss <br />this issue. <br /> <br />Piercy asked about extending the record without a quorum. <br /> <br />Jerome said the city of Eugene cannot close the record these evening. She said <br />the default for the city is the record remains open and tomorrow there is a meeting <br />at noon when they will have a quorum. She recommended moving forward with <br />the city of Springfield and Lane County to take the action they want to take. She <br />recommended that all three jurisdictions do the same thing with the record. She <br />said if they have to file a LUBA record, they want to file it as one. <br /> <br />Pishoneri commented that this was one of the first JEO meetings where he had <br />enjoyed the comment and thoughtfulness that had been shown. He concurred that <br />they have huge water issues. He said with their combined abilities within their <br />jurisdictions, they can place protections and get to where everyone wants to go <br />but it will take work. He was willing to move forward with this as long as they <br />keep in mind that the County will have to put wellhead protections in place. <br /> <br />Lundberg stated that they have come to a new level of cooperation.
