<br />On March 12, 2012, the ERP unanimously approved its first-year annual report for the FY11 period <br />(July 1, 2009 to June 30, 2010) and concluded “that the downtown urban renewal tax increment funds <br />were used for the authorized purposes and in compliance with the limitations and restrictions outlined in <br />the Plan.” (See Attachment A for the ERP Memo to the Agency Director and Attachment B for the <br />FY11 Report.) The panel also agreed that having the Urban Renewal Agency Board approve specific <br />projects to receive funds and providing the oversight of a community-based committee was an effective <br />approach with positive outcomes.
