MetropolitanWastewaterManagementCommissionOverview <br />REGIONALWASTEWATERPROGRAM <br />OVERVIEW <br />TheMetropolitanWastewaterManagementCommission <br />TheMetropolitanWastewaterManagementCommission(MWMC)wasformedbyEugene, <br />Springfield,andLaneCountythroughanintergovernmentalagreement(IGA)in1977toprovide <br />wastewatercollectionandtreatmentservicesfortheEugene-Springfieldmetropolitanarea.The <br />seven-memberCommissioniscomposedofmembersappointedbytheCityCouncilsofEugene <br />(3representatives),Springfield(2representatives)andtheLaneCountyBoardofCommissioners <br />(2representatives).Sinceitsinception,theCommission,inaccordancewiththeIGA,hasbeen <br />responsibleforoversightoftheRegionalWastewaterProgram(RWP)including:construction, <br />maintenance,andoperationoftheregionalseweragefacilities;adoptionoffinancingplans; <br />adoptionofbudgets,userfeesandconnectionfees;adoptionofminimumstandardsforindustrial <br />pretreatmentandlocalsewagecollectionsystems;andrecommendationsfortheexpansionof <br />regionalfacilitiestomeetfuturecommunitygrowth.Staffingandserviceshavebeenprovidedin <br />variouswaysoverthe35yearsofMWMC’sexistence.Since1983,theCommissionhas <br />contractedwiththeCitiesofSpringfieldandEugeneforallstaffingandservicesnecessaryto <br />maintainandsupporttheRWP.LaneCounty’spartnershiphasinvolvedparticipationonthe <br />CommissionandsupporttotheLaneCountyMetropolitanWastewaterServiceDistrict(CSD), <br />whichmanagedtheproceedsandrepaymentofgeneralobligationbondsissuedtoconstruct <br />RWPfacilities. <br />RegionalWastewaterProgramPurposeandKeyOutcomes <br />ThepurposeoftheRWPistoprotectpublichealthandsafetyandtheenvironmentbyproviding <br />highqualitywastewatermanagementservicestotheEugene-Springfieldmetropolitanarea.The <br />MWMCandtheregionalpartnersarecommittedtoprovidingtheseservicesinamannerthat <br />willachieve,sustain,andpromotebalancebetweencommunity,environmental,andeconomic <br />needswhilemeetingcustomerserviceexpectations.Sincethemid-1990s,theCommissionand <br />RWPstaffhaveworkedtogethertoidentifykeyoutcomeareaswithinwhichtofocusannual <br />workplanandbudgetpriorities.TheFY12-13RWPworkplansandbudgetreflectafocuson <br />thefollowingkeyoutcomesorgoals.Incarryingoutthedailyactivitiesofmanagingtheregional <br />wastewatersystem,wewillstrivetoachieveandmaintain: <br />1.Highenvironmentalstandards; <br />2.Fiscalmanagementthatiseffectiveandefficient; <br />3.Asuccessfulintergovernmentalpartnership; <br />4.Maximumreliabilityandusefullifeofregionalassetsandinfrastructure; <br />5.PublicawarenessandunderstandingofMWMC,theregionalwastewatersystem,and <br />MWMC’sobjectivesformaintainingwaterqualityandasustainableenvironment. <br />TheCommissionbelievesthattheseoutcomes,ifachievedinthelongterm,willdemonstrate <br />successoftheRWPincarryingoutitspurpose.Inordertodeterminewhetherwearesuccessful, <br />indicatorsofperformanceandtargetshavebeenidentifiedforeachkeyoutcome.Tracking <br />performancerelativetoidentifiedtargetsovertimeassistsinmanagingtheRWPtoachieve <br />desiredresults.Thefollowingindicatorsandperformancetargetsprovideanimportant <br />frameworkforthedevelopmentoftheFY12-13RWPOperatingBudget,CapitalImprovements <br />Programandassociatedworkplans. <br />Page3PreliminaryFY12-13BUDGETANDCIP <br />
