MetropolitanWastewaterManagementCommissionOverview <br />RolesandResponsibilities <br />InordertoeffectivelyoverseeandmanagetheRWP,thepartneragenciesprovideallstaffing <br />andservicestotheMWMC.Thefollowingsectionsdescribetherolesandresponsibilitiesof <br />eachofthepartneragencies,andhowintergovernmentalcoordinationoccursonbehalfofthe <br />Commission. <br />CityofEugene <br />TheCityofEugenesupportstheRWPthroughrepresentationontheMWMC,provisionof <br />operationandmaintenanceservices,andactiveparticipationoninteragencyprojectteamsand <br />committees.ThreeofthesevenMWMCmembersrepresentEugene–twocitizensandoneCity <br />Councilor.PursuanttotheIGA,theEugeneWastewaterDivisionoperatesandmaintainsthe <br />RegionalWaterPollutionControlFacility(WPCF),theBiosolidsManagementFacility(BMF) <br />andassociatedresidualsandreclaimedwateractivities,alongwithregionalwastewaterpumping <br />stationsandtransmissionsewers.InsupportoftheRWP,theDivisionalsoprovidestechnical <br />servicesforwastewatertreatment;managementofequipmentreplacementandinfrastructure <br />rehabilitation;biosolidstreatmentandrecycling;industrialsourcecontrol(inconjunctionwith <br />Springfieldstaff);andregionallaboratoryservicesforwastewaterandwaterqualityanalyses. <br />TheseservicesareprovidedundercontractwiththeMWMCthroughtheregionalfundingof <br />77.25full-timeequivalent(FTE)employees. <br />CityofSpringfield <br />TheCityofSpringfieldsupportstheRWPthroughrepresentationontheMWMC,provisionof <br />MWMCadministrationservices,andactivecoordinationofandparticipationoninteragency <br />projectteamsandcommittees.TwoMWMCmembersrepresentSpringfield–onecitizenand <br />oneCityCouncilor.PursuanttotheIGA,theSpringfieldPublicWorksDirectorandthe <br />EnvironmentalServicesManagerserveastheMWMCExecutiveOfficerandGeneralManager, <br />respectively.TheEnvironmentalServicesDivisionandFinanceDepartmentstaffprovide <br />ongoingstaffsupporttotheCommissionandadministrationoftheRWPinthefollowingareas: <br />legalandriskmanagementservices;financialmanagementandaccounting;coordinationand <br />managementofpublicpolicy;regulatoryandpermitcomplianceissues;coordinationbetween <br />theCommissionandthegoverningbodies;long-rangecapitalprojectplanning,design,and <br />constructionmanagement;coordinationofpublicinformation,education,andcitizen <br />involvementprograms;andcoordinationanddevelopmentofregionalbudgets,rateproposals, <br />andrevenueprojections.SpringfieldstaffalsoprovideslocalimplementationoftheIndustrial <br />PretreatmentProgram,aswellasbillingcoordinationandcustomerservice.Theseservicesare <br />providedundercontractwiththeMWMCthroughtheregionalfundingof14.95FTEofPublic <br />WorksDepartmentstaffand0.88FTEofFinanceDepartmentstaff,foratotal15.83FTEas <br />reflectedintheadoptedFY12-13budget. <br />LaneCounty <br />TheBoardofCountyCommissionerssupporttheRWPthroughrepresentationontheMWMC, <br />includingtwoMWMCmembersthatrepresentLaneCounty–onecitizenandoneCounty <br />Commissioner.LaneCounty’spartnershipinitaillyincludedprovidingsupporttomanagethe <br />proceedsandrepaymentoftheRWPgeneralobligationbondstofinancethelocalshareofthe <br />RWPfacilitiesconstruction.Thesebondswerepaidinfullin2002.TheCounty,whilenot <br />presentlyprovidingsewerage,hastheauthorityunderitschartertodoso.TheUrbanGrowth <br />BoundaryincludesthetwoCities(urbanlands)andcertainunincorporatedareassurroundingthe <br />Page7PreliminaryFY12-13BUDGETANDCIP <br />
