MetropolitanWastewaterManagementCommissionCapitalImprovementProgram <br />REGIONALWASTEWATERPROGRAM <br />CAPITALPROGRAMS <br />Overview <br />TheRegionalWastewaterProgram(RWP)includestwocomponents:theCapitalImprovement <br />Program(CIP)andtheAssetManagementCapitalProgram(AMCP).TheFY12-13CIP <br />Budget,theFY12-13AMCPBudget,andtheassociated5-yearCapitalPlanarebasedonthe <br />2004MWMCFacilitiesPlan(2004FP).The2004FPwasapprovedbytheMWMC,the <br />governingbodiesoftheCityofEugene,theCityofSpringfield,LaneCounty,andtheOregon <br />DepartmentofEnvironmentalQualityin2004.The2004FPandits20-yearcapitalprojectlist <br />wastheresultofacomprehensiveevaluationoftheregionalwastewatertreatmentfacilities <br />servingtheEugene-Springfieldmetropolitanarea. <br />The2004FPbuiltonprevioustargetedstudies,includingthe1997MasterPlan,1997Biosolids <br />ManagementPlan,2001WetWeatherFlowManagementPlan(WWFMP),andthe2003 <br />ManagementPlanforadedicatedbiosolidslandapplicationsite.The2004FPwasintendedto <br />meetchangingregulatoryandwetweatherflowrequirementsandtoservethecommunity’s <br />wastewatercapacityandtreatmentneedsthrough2025.Accordingly,the2004FPestablished <br />theCIPprojectlisttoprovidenecessaryfacilityenhancementsandexpansionsovertheplanning <br />period.TheCIPisadministeredbytheCityofSpringfieldfortheMWMC.TheAMCP <br />implementstheprojectsandactivitiesnecessarytomaintainfunctionality,lifespan,and <br />effectivenessoftheMWMCfacilityassetsonanongoingbasis.TheAMCPisadministeredby <br />theCityofEugenefortheMWMCandconsistsofthreesub-categories: <br />EquipmentReplacementProgram <br />MajorRehabilitationProgram <br />MajorCapitalOutlay <br />TheMWMChasestablishedthesecapitalprogramstoachievethefollowingRWPobjectives: <br />Compliancewithapplicablelocal,state,andfederallawsandregulations <br />Protectionofthehealthandsafetyofpeopleandpropertyfromexposuretohazardous <br />conditionssuchasuntreatedorinadequatelytreatedwastewater <br />ProvisionofadequatecapacitytofacilitatecommunitygrowthintheEugene-Springfield <br />metropolitanareaconsistentwithadoptedlanduseplans <br />Construction,operation,andmanagementoftheMWMCfacilitiesinamannerthatisas <br />cost-effective,efficient,andaffordabletothecommunityaspossibleintheshortandlong <br />term <br />ImplementationoftheCitizensAdvisoryCommitteerecommendations,whichrepresent <br />diversecommunityinterests,valuesandinvolvement,andthathavebeenadoptedbythe <br />CommissionastheMWMC’splansandpolicies <br />MitigationofpotentialnegativeimpactsoftheMWMCfacilitiesonadjacentusesand <br />surroundingneighborhoods(ensuringthattheMWMCfacilitiesare“goodneighbors”as <br />judgedbythecommunity) <br />Page37PreliminaryFY12-13BUDGETANDCIP <br />
