The purpose of these amendments is to make changes <br />and clarifications to the land use code (Eugene Code Chapter 9) that will improve neighborhood livability, <br />and implement strategies identified through Envision Eugene. <br /> <br /> <br />BACKGROUND <br />Last year, as part of Envision Eugene, the City Council initiated code amendments related to infill <br />compatibility standards for multi-family housing. These amendments are intended to be limited in scope, <br />and address areas where there is strong momentum and opportunity for achievable solutions. Based on <br />recommendations from the infill compatibility standards project (ICS), code language addressing the six <br />topic areas listed below was crafted. A description of the proposed amendments is provided in the <br />attached summary (see Attachment A). <br /> <br /> <br />1.Open Space Standards for Multi-Family Developments <br /> <br />2.Allowed Intrusions in Required Setbacks <br /> <br />3.Driveways and Parking Areas in the R-3 and R-4 Zones <br /> <br />4.Garbage and Recycling Screening <br /> <br />5.Compatible Transition between R-1 and R-3/R-4 Zone Boundaries in South University <br /> <br />6.Bicycle Parking <br /> <br />On April 16, 2012, the City Council held a public hearing on this package of code amendments. At the <br />public hearing, two people spoke in favor of the amendments, and three people expressed concerns about <br />specific amendments. Following the public hearing, the City Council elected to leave the record open <br />until April 30, 2012, to allow for the submittal of additional testimony. Two pieces of written testimony <br />was received during the open record period, along with revised Goal 10 findings prepared by staff. This <br />testimony addressed bicycle parking and the impacts of removing the open space exemption. The written <br />testimony is provided in Attachment D, and the revised findings have been incorporated into the attached <br />findings (Exhibit F of Attachment B).
