Secured temporary bicycle parking that will accommodate a <br />minimum of 550 temporary bicycle parking spaces is required for <br />each major event occurring within Autzen Stadium to <br />accommodate major stadium event patrons. Temporary bicycle <br />parking shall be provided in temporary attended areas as <br />described in the approved Autzen Stadium transportation demand <br />management plan. <br />(b) If the above referenced intergovernmental agreement is not in effect, the <br />Autzen Stadium Complex shall be required to provide 1 bicycle space <br />per each 16 seats, with 20% of the spaces provided being long term <br />parking spaces and 80% being short term parking spaces. <br /> <br /> <br />Section 8. <br /> Subsection (1)(b) of Section 9.6410 of the Eugene Code, 1971, is amended to <br />provide as follows: <br />9.6410 Motor Vehicle Parking Standards. <br /> <br />(1) Location of Required Off-Street Parking Spaces. <br /> Required off-street <br />parking shall be on the development site or within 1/4 mile or 1320 feet of the <br />development site that the parking is required to serve. <br />(b) Except as provided in EC 9.2751(15)(c) Driveways and Parking <br />Areas in R-3 and R-4, [P]parking areas may be located in required <br />setbacks only as permitted in EC 9.6745 Setbacks - Intrusions <br />Permitted. <br /> <br /> <br />Section 9. <br /> Section 9.6740 of the Eugene Code, 1971, is amended to provide as follows: <br />9.6740 Recycling and Garbage Screening. <br /> Except for one- and two-family dwellings, <br />outdoor storage areas and refuse collection areas within or adjacent to vehicular <br />use areas shall be screened on all sides so that materials stored within these areas <br />[shall not be visible] are obscured from streets, accessways, or adjacent properties. <br />[Such uses shall not be permitted within required landscaping areas. Required <br />screening shall comply with EC 9.6210(6) Full Screen Fence Landscape Standard <br />(L-6).] <br />(1) Outdoor storage areas and refuse collection areas are prohibited within <br />required minimum or maximum front yard setbacks or required <br />landscaping areas. <br />(2) Required screening shall include the installation and maintenance of <br />fences at least 6 feet high with a maximum height of 8 feet. <br />(3) Fences may be made of wood, metal, masonry, or other permanent <br />materials, and shall be 100 percent site-obscuring except as provided in <br />(4) and (5) below. <br />(4) On the pedestrian entrance, the fence shall be at least 50 percent site- <br />obscuring, such as cyclone fencing with slats. <br />(5) On all sides of the screening structure, up to 12 inches measured from <br />grade may be visually unobscured provided that the unobscured area is <br />Ordinance - Page 12 of 18 <br /> <br />
