This design report for the Jeppesen Acres Road improvement project was prepared in accordance with EC <br />7.160(6). The Jeppesen Acres Road improvement project extends 1700 feet from the intersection of <br />Gilham Road to the intersection of Providence Street. The street is functionally classified as a <br />neighborhood collector. The right of way width varies from 50 feet to 60 feet. The width of the proposed <br />improvements is 45 feet and lie entirely within the existing right of way. The proposed improvements <br />include: <br />Two 10-foot wide travel lanes <br />Traffic calming <br />Two five-foot wide setback sidewalks <br />Rain gardens <br />Street trees <br />Parking bays <br />Street lights <br />A cross section of the proposed improvement is shown as Attachment 1. <br />A map showing the properties to be included within the boundary of the proposed local improvement <br />district is shown on Attachment 2. A list of the properties to be included within the proposed local <br />improvement district is shown on Attachment 3. <br />The total estimated cost of the street improvement project is $1.27 million. The estimated assessable <br />share of the cost is $770,000 and the estimated city share of the cost is $500,000. The estimated <br />assessment is $16,000 for each of the 48 properties within the proposed local improvement district. <br />The Eugene Code for assessment projects was amended by ordinance enacted in December 2010 and <br />effective in June 2011. The new methodology was applied in determining the estimated assessments. All <br />of the properties are zoned residential and assigned one residential assessment unit. There are no dead- <br />end or cul-de-sac streets within the proposed local improvement district. There are also no undeveloped <br />lots larger than 1/2 acre. <br />Attachments (3) <br />
