This design report for the Jeppesen Acres Road improvement project was prepared in accordance with EC 7.160(6). The Jeppesen Acres Road improvement project extends 1700 feet from the intersection of Gilham Road to the intersection of Providence Street. The street is functionally classified as a neighborhood collector. The right of way width varies from 50 feet to 60 feet. The width of the proposed improvements is 45 feet and lie entirely within the existing right of way. The proposed improvements include: Two 10-foot wide travel lanes Traffic calming Two five-foot wide setback sidewalks Rain gardens Street trees Parking bays Street lights A cross section of the proposed improvement is shown as Attachment 1. A map showing the properties to be included within the boundary of the proposed local improvement district is shown on Attachment 2. A list of the properties to be included within the proposed local improvement district is shown on Attachment 3. The total estimated cost of the street improvement project is $1.27 million. The estimated assessable share of the cost is $770,000 and the estimated city share of the cost is $500,000. The estimated assessment is $16,000 for each of the 48 properties within the proposed local improvement district. The Eugene Code for assessment projects was amended by ordinance enacted in December 2010 and effective in June 2011. The new methodology was applied in determining the estimated assessments. All of the properties are zoned residential and assigned one residential assessment unit. There are no dead- end or cul-de-sac streets within the proposed local improvement district. There are also no undeveloped lots larger than 1/2 acre. Attachments (3)
