Mr. Brown requested information about the number of acres of Class I and Class II soils in the proposed <br />Clear Lake expansion area. <br /> <br />Mr. Zelenka advocated for council discussion of including the Eugene Airport inside the UGB, possible <br />expansion into the Lane Community College basin and Goshen area, establishment of an overlay zone for <br />the University of Oregon, protection of designated industrial lands, the amount of industrial acreage <br />proposed, and the employment and residential growth assumptions used by staff. He also wanted <br />discussion of how the City could ensure that the development that occurred in the expansion areas could <br />be done cost-effectively, what policies and incentives the City could provide to ensure that occur, and <br />how those concerns could be addressed through monitoring. <br /> <br />Mayor Piercy expressed concern that the plan would not be implemented speedily, and suggested it might <br />be easier to focus on a few number of job clusters to make progress.
