The city currently has authority <br />for the review and issuance of building permits while Lane County administers land use and zoning <br />reviews. As an alternative to UGB expansion, the council could consider an Intergovernmental <br />Agreement (IGA) with Lane County to assume these responsibilities. <br /> <br />Legal/Procedural Requirements <br />Essentially, airports appear to be treated no differently than other lands under consideration for UGB <br />expansion. As such, the city would need to follow the same Goal 14 procedures as we are following for <br />the other lands under consideration for UGB expansion. <br /> <br />Unlike much of the surrounding agriculturally designated land, the airport is designated as Government <br />and Education <br />is within the category of land that has the highest priority for inclusion in the UGB <br />if the state agrees that including it in the UGB serves a legitimate need for Eugene. <br /> <br />
